RFP: 52.212-1 Instruction to Offerors (Addendum)
Are PDF’s acceptable for proposal submittal? In one section it states to not submit by PDF in another section it states it is fine to do so.
PDFs are acceptable for proposal submittal. Paragraph 5.4. (Pg 69 ) states " Do NOT submit any documents in PDF format that are copied as “images” or Windows Photo Gallery etc. PDF files shall enable textual search and copy functions.
RFP: 52.212-1 Instruction to Offerors (Addendum)
For the Proposal: Is the font size 12 across the board including tables and charts? In one section it states that font size 12 for everything including tables and charts. In another section it states that smaller font in tables and charts is acceptable.
Font Size is Microsoft Office Word, Times New Roman, 12 font according to paragraph 5.4. (Pg 69 ). Note: " the font size requirement does not apply to charts, (i.e., Workload Manning Charts); however, the font size must be reasonable and easily readable".

At this time are you considering extending the deadline since December 31, 2017 is a Sunday and Jan 1, 2018 is a federal holiday?
Unless there is a major scope change/revision in the BOS requirements or solicitation, no extension shall be granted. The posting time satisfies the 30-45 day requirement IAW FAR part 5.203
RFP: 52.212-1 Instruction to Offerors (Addendum)
Past Performances: it states no more than five (5) pages for three (3) Past Performance submittals. If there are subs on the team, can we submit additional information pertaining to their experience and Past Performance, exceeding the five (5) pages?
No. All experience (including subs) must be annotated and convey via 5 pages limit as indicated in the RFP.
PWS (General) Will Government allow offerors to submit questions in writing after the conference date? Yes. Offerors may submit questions to the primary and secondary POCs listed in the solicitation until 15 December 2017.

Yes. However, the technical volume has been increased to 150 pages.

Since we are proposing with a Sub, does the requirement for 3 references for both Prime and Sub increase the page count to 10 pages for Vol 1?
No. Only 3 references (including prime and subs) will be accepted. The experience must be convey via the 5 pages limitation as stated in paragraph 5.5.

Will the Government all the proposed prime and subcontractor to each submit (3) relevant past performances even if there has been a prior teaming arrangements between the two?
If a teaming arrangement is contemplated, provide complete information as to the arrangement, including any relevant and recent past performance information on previous teaming arrangements with same partner. See page 69-70 of FAR Provision 52.212-2 (Volume 1 - Past Performance).
PWS Para 3.2.16.1 With an evaluation rating of Acceptable/unacceptable, how with this plan be evaluated? The plan is outlined within PWS paragraph 3.2.16.1. If an offeror's plan does not meet the minimum requirements as stated in this paragraph, a rating of "Unacceptable" will be assigned to Subfactor B.
RFP: Period of Performance Section and PWS Para 1.2.1
Section 1.2.1 of the PWS states, “The period between contract award date and contract start date will constitute the phase-in period…This period will be approximately 30 calendar days in duration.” The Delivery Information in the RFP lists a period of performance of 29-SEP-2019 to 28-OCT-2019 for CLIN 0009, Phase-In. These dates overlap with part of the base period of performance, which is listed as 29-SEP-2019 to 28- SEP-2020. Would the Government clarify when phase-in will occur?
The transition period was corrected to read "1 Sep 2018 - 29 Sep 2018.

Are Table of contents, Glossaries, Appendices, and Cover Pages excluded from page count?
No. They are included in the page counts.
PWS Para 3.2.10.1 and FAR clause 52.222-17
Section 3.2.10.1 of the PWS states resumes should be submitted for evaluation of the proposal. However on page 70 of the RFP it says IAW FAR clause 52.222-17 offerors are not required to provide resumes or names of key personnel. Can the Government please clarify?
PWS was revised to delete the statement requiring resumes of key personnel at time of proposal.
PWS Para 3.2.8.1 Will the Government confirm if The Emergency, Disaster and Severe Weather plan is to be summited as part of the Technical Volume? If so what Subfactor should it be included in?
Yes. All offerors must submit the Emergency, Disaster and Severe Weather plan.
The plan will be evaluated under subfactor B.
PWS Para 3.2.8.1 With an evaluation rating of Acceptable/unacceptable, how with this plan be evaluated? The plan is outlined within PWS paragraph 3.2.8.1. If an offeror's plan does not meet the minimum requirements as stated in this paragraph, a rating of "Unacceptable" will be assigned to Subfactor B.
N/A Recommend the Government extend the deadline for questions, to allow for questions following the site visit this Friday.

Recommend expanding Volume I – Past Performance page limit to a minimum of 3 pages per contract rather than 5 pages total.
The offeror shall submit three (3) references relevant to this requirement. The word document is limited to 5 pages or less. The format shall be in accordance with paragraph 5.3 of FAR Provision 52.212-2 Evaluation-Commercial Items. A synopsis of each project is optional.

Are 11x17 sheets allowed to be used for charts and tables such as manpower and organization charts? If so, does the Government count them as 1 or 2 pages?
Paper size shall only be 8½” x 11” as stated in paragraph 5.3. (Pg 68).

The Government only requires electronic copies in accordance with paragraph
5.4. (Pg 69). Hard copies are not required; however, they may be sent to the mailing address outlined in the RFP.
PWS para 2.1.1.5.3
In support of accurate pricing, would the Government clarify the thresholds and number of expected projects of Emergency Work SO/Unscheduled Tasks per period of performance?
Historical data is limited in predicting future support. Also, per PWS 2.1.1.1 States Emergency Work is Priority 1. Should PWS 2.1.1.5.3 follow 2.1.1.1.1?
The PWS reference 2.1.1.5.3 is correct. To be classified as Emergency Work Service Order/Unscheduled Task work, the task will not be expected to exceed $20,000 per service order request. Service orders between $10k - $20k will be limited to 40 per period of performance or contract year in accordance with PWS para 2.1.1.5.4.

Please confirm that the only pricing document to be included in Volume 3 is the completed Schedule B, and that no cost supporting detail is required with initial proposal submittal.

Should the completed/signed SF1449, amendments, and SAM currency certification be included in Volume 3?
Yes.
PWS Para 2.1.1.5 Please clarify the labor hourly threshold or material cost before large service orders are classified as construction work?
The aggregate dollar value threshold of construction work (including material and labor costs) is up to $2,000 in accordance with Service Contract Labor Standards statute. The BOS effort does not require a substantial and segregable amount of construction, alteration, renovation, painting, or repair work. Therefore, the Construction Wage Rate Requirements statute does not apply.
RFP: Attachment 6 Will the Government allow offerors to submit pricing based upon the CBA through 8/31/2019, and then revert back to the established DOL WD rates until the new CBA negotiations are complete?
Offerors may submit pricing based upon the CBA through 8/31/2019, and then revert back to the established DOL WD rates. However, CBA wage rates take precedence over DOL WD rates.
RFP: FAR Clause 52.222-41 (Service Contract Labor Standards) Would the Government please provide a seniority list?
In accordance with FAR Clause 52.222-41(n) Seniority list: Not less than 10 days prior to completion of any contract being performed at a Federal facility where service employees may be retained in the performance of the succeeding contract and subject to a wage determination which contains vacation or other benefit provisions based upon length of service with a Contractor (predecessor) or successor (29 CFR 4.173), the incumbent Prime Contractor shall furnish the Contracting Officer a certified list of the names of all service employees on the Contractor’s or subcontractor’s payroll during the last month of contract performance. Such list shall also contain anniversary dates of employment on the contract either with the current or predecessor Contractors of each such service employee. The Contracting Officer shall turn over such list to the successor Contractor at the commencement of the succeeding contract.
RFP: Attachment 6 For evaluation purposes, must all offerors use the CBA wage and benefit rates, through 9/1/2016 through 8/31/2019 CBA wage and benefit rates for the subsequent periods through the end of the contract?
Offerors may submit pricing based upon the CBA through 8/31/2019, and then revert back to the established DOL WD rates. However, CBA wage rates take precedence over DOL WD rates.
RFP: Attachment 6 In order to fairly evaluate pricing amongst offerors, would the Government please advise what pay rates contractors are to base their pricing on for the remainder of the contract years past 8/31/2019?

N/A Will we be provided with roof information for each building (age, type, condition, warranties, etc.)? Information will be provided to awarded Contractor thru access to Builder SMS. Currently there is a mix of roofing type with most type as EPDM, PVC, Metal, and Modified Bitumen.
PWS Para 2.1.1.2.1. The RFP states that the “Contractor shall use the Preventative Maintenance checklist listed in RS Means facility maintenance and repair cost data book to perform scheduled maintenance and keep electronic maintenance records on file for government inspection”. Does this mean that Maximo is not utilized for PM tickets?
Maximo is used to place PM tickets.
N/A Who is responsible for buying fuel for the generators? The Government is responsible for buying fuel for the generators.
N/A During the tour, will we be able to view main MEP areas, water treatment facilities, storage and office spaces allocated to the contractor, etc.?
There are no water treatment facilities, The only interior areas that will be toured during the industry day will be the contractor main working areas.
N/A Will the map of Ft. Eustis, that is located in the Real Property Office, be made available to us at the Industry Day?
Yes, the industry day bus route map will be supplied.
PWS Para 1.2.1 Will the contractor have space made available in a Government building for their PMO? Yes. Space will be viewed during the walking tour.
PWS Para 2.1.2.1.4 We’ll need to price the Electronic RS Means? The Contractor will be required to price all modification proposals using electronic RSMeans Databases and also provide 3 copies of the RS Facilities Maintenance Cost Data Book.
PWS Para 2.1.1.10.1.2 The Government Issue Work Orders (SO, SOO and PM) from MAXIMO. Will the Government be printing out all PM for the Monthly and Weekly beforehand?
No. This is the responsibility of the Contractor.
PWS Para 2.1.2.1.2 With the Government requiring the Contractor to use RS Means and update annually these costs can be passed along to the Government?
All Cost anticipated by the contractor shall be included in their final bid price.
PWS Para 2.3.1 When was the last Bridge inspection done? Contractor is not responsible for the Fort Eustis bridge inspections or repairs.
PWS Para 2.3.2.2.3 Who will provide the Airfield Access Training? Is it one-time training or an annual requirement? The Government will provide this training. It is a one time training provided by Government personnel at Felker Army Air Field.
PWS Para 2.3.3 Will the Government confirm that TE 5-002 is it the complete list of all installed equipment on Fort Eustis?
TE 5-002 captures all service installed equipment that requires Preventive Maintenance thru this Contract; this is a fluid list that may need updating throughout the life of the contract via modifications as new equipment/facilities are added.
PWS Para 2.3.3.1.1 Will the Government provide the date of when the last Facility ground resistance test was completed? There is currently no information available regarding facility ground resistance testing.
PWS Para 2.3.3.1.2.4 During the last contract how, many of the Facilities failed ground resistance testing of 25 ohms or less?
And when was the last test accomplished?
The Government has no report of Facility ground resistance testing of 25 Ohms or less. The contractor will be required to complete testing at least once during this contract.
PWS Para 2.3.3.1.2.7 Does MAXIMO print out a PM schedule for these inspections? No, Maximo does not generate PM schedules for inspections.
PWS Para 2.3.3.4.4 When was the last time the filter medium changed? The last Pool filter medium was changed in 2016 and will be changed again in 2018 PWS Para 2.3.3.5.2.6 How many TRADOC facilities are on Fort Eustis? There are five TRADOC facilities.
PWS Para 2.3.3.5.2.6.2 Contractor shall ensure electronic documented information is kept current in MAXIMO and other systems provided by the government, please list these systems?
Currently there are no other systems listed for this requirement.
PWS Para 2.3.4.2 Are all the facilities currently under contract have fall protection systems installed on roofs to preform maintenance and inspections?
No. The contractor is responsible for providing fall protection systems and equipment.
PWS Para 2.3.4.6 Is there a sign shop with computerized equipment for making the labels/stencils for required sign replacement?
No, there is no Sign shop. The Contractor shall be responsible for regulatory traffic and informational signage.
PWS Para 2.3.4.7.2.12 How much of the current Lagging on Fort Eustis contains ABESTOS? The contractor will be responsible for identifying any Asbestos Containing Material (ACM) encountered in a Service Order or Work Order.
PWS Para 2.3.4.8.7.1 Bulb replacement, what percentage of the Lighting on Fort Eustis has been replaced with LED lighting for efficiency?
Approximately 30% of lighting on Fort Eustis is LED. All future projects will incorporate LED lighting.
PWS Para 2.3.4.9.1.15 How many x-ray and film processing equipment are on Fort Eustis? Contractor is not responsible for X-ray and Film processing equipment for this contract.
PWS Para 2.3.4.9.1.17 What certification is required to maintain Backflow testing? A Virginia State Regulatory Requirement under Title 54.1
Chapter 11, Certification is required to maintain Backflow testing. Also VDEQ will periodically inspect Fort Eustis Backflow Preventers.
PWS Para 2.3.4.16.1 In the last contact period, how much Lead-Based paint was remediated? The Contractor will be responsible for identifying any Lead Base Paint (LBP) encountered in a Service Order or Work Order. The majority of painting over 200SF is executed by a Paint IDIQ Contract responsible for abatement and encapsulation.
PWS Para 2.3.4.16.3 How many contract workers are currently being tested and medical screened to lead abatement work? There are employees under current contract that are tested and medically screened for Lead abatement.
PWS Para 2.3.4.17.1 How many Ceremony and Special Events are supported in a year? There are minimum 10 to 15 events per year.
PWS Para 2.4.3.4 Does the Government provide the equipment under the GFE to perform this maintenance requirement? No. The equipment required to perform the services listed in
PWS paragraph 2.4.3.4 is not furnished by the Government.
PWS Para 2.4.4.12 Are Dump Trucks provided under GFE? No, the Contractor is responsible for providing these as needed.
PWS Para 2.4.4.14 How much Shore Erosion Control was required in the last contract? Minor Shore erosion mitigation after storms or hurricane.
PWS Para 2.6.4.11 How many Geothermal Systems are on Fort Eustis? There is only one Geothermal system on Fort Eustis.
PWS Para 2.7.2.2.2.2 How much of the installed equipment is currently under warranty? Approximately 10-20 % of equipment is currently under a one year or less warranty.
PWS Para 2.9.3.6 Is a vac truck being currently on GFE equipment? No, the Contractor is responsible for providing a Vac Truck for drop inlet work.
PWS Para 2.10.1 Is the current Contractor using BUILDER SMS and BUILDER BRED now? Yes.
PWS Para 2.10.2.7 Is the Government providing the computer equipment, printers and readers for the contract? Yes. The Government will provide computers connected to government network, but not printers or readers.
PWS Para 3.2.8.1 Will the Government confirm if The Emergency, Disaster and Severe Weather plan is to be summited as part of the Technical Volume? If so what Subfactor should it be included in?

PWS Para 2.1.1.5 Is the government allowed to utilize these service orders to install new equipment/assets or just repairing existing equipment/assets?
Yes
PWS Para 2.1.1.5 On similar BOS contracts on DoD installation indicate the Davis-Bacon Act (DBA) wages are applicable to SCA BOS work that consists of repair and/or minor construction/alteration in excess of $2,000. The following excerpt from the Department of Labor’s website seems to confirm that DBA are to paid for repair and minor construction/alteration in excess of $2,000:
Wage and Hour Division (WHD):
Davis-Bacon and Related Acts Overview The Davis-Bacon and Related Acts, apply to contractors and subcontractors performing on federally funded or assisted contracts in excess of $2,000 for the construction, alteration, or repair (including painting and decorating) of public buildings or public works. Davis-Bacon Act and Related Act contractors and subcontractors must pay their laborers and mechanics employed under the contract no less than the locally prevailing wages and fringe benefits for corresponding work on similar projects in the area. The Davis-Bacon Act directs the Department of Labor to determine such locally prevailing wage rates. The Davis-Bacon Act applies to contractors and subcontractors performing work on federal or District of Columbia contracts.
1. Can the Government please review the applicability of DBA requirements (to include DBA wage rates) to PWS repair and/or minor construction/alteration work requirements in excess of $2,000 (i.e., service orders >$2,000 and work orders)?
The aggregate dollar value threshold of construction work (including material and labor costs) is up to $2,000 in accordance with Service Contract Labor Standards statute. The BOS effort does not require a substantial and segregable amount of construction, alteration, renovation, painting, or repair work.
Therefore, the Construction Wage Rate Requirements statute does not apply.
PWS Para 2.3.3.5.1.1.3 Please provide the historical workload of the unscheduled tasks for Barrack Maintenance. The Government does not have historical workload data for unscheduled tasks for the Barrack maintenance.
TE 3-001 Are the vehicles listed in TE 3-001 licensed/allowed to be operated off the installation? For example the sewer truck is allowed to transport waste off installation for disposal?
No government vehicles operate off the installation.
RFP: CLINs X003 & X004 Please identify the specific PWS Spec and workload data that correlates to CLIN X003 & X004 Please refer to technical exhibit 5-003, table 2 "NOTE".
PWS Paras 2.8.3.9 and 2.8.3.9.1 This header does not have a number. Could the Government please clarify to which section it belongs?
This section will be reviewed by the technical team.
TE 1-004 301R001(Attachment 2) and PWS para 5.1.1.1.2
TE 1-004 Deliverable 301R001 GFE Inspection Report requires the submission to the Government within 30 days after contract award. PWS Paragraph 5.1.1.1.2 states that a copy shall be provided to the Government upon completion of the inspection report within 30 calendar days after contract start date.
What is the correct submittal date for Deliverable 301R001 GFE Inspection Report?
Correction has been made in TE 1-004 for DLRS 301R001 to state 30 days after contract start date.
