About this opportunity

Naval Facilities Engineering Command seeks a single-award IDIQ for Base Operating Support Services at U.S. Marine Corps Air Station Iwakuni, Japan, with proposals due July 21, 2026. Amendment 0006, issued July 20, 2026, extended the deadline from July 16 to July 22 at 9:00 AM Japan Standard Time; only offerors who submitted by the original July 16 deadline are eligible to respond to this amendment.

Place of performance is Japan. The contract requires comprehensive facility management, maintenance, and support services including family housing maintenance, change-of-occupancy work, facility management and investment, wastewater treatment plant operations, environmental services, and training pool operations. The contractor must furnish all labor, supervision, management, tools, materials, equipment, facilities, and transportation necessary to perform services specified in the Performance Work Statement. Critical personnel include a Project Manager, Quality Manager (holding current CMQ/OE certification with minimum five years' experience on similar contracts), Site Safety and Health Officer, and Environmental/Energy Manager; all key personnel are subject to Tier 1 background investigations at contractor expense. The contract operates Firm-Fixed-Price in U.S. Dollars with no economic price adjustment for currency fluctuation, placing foreign exchange risk entirely on the contractor. The contractor must provide 24/7/365 work reception capability and maintain compliance with Japanese and U.S. environmental regulations.

Evaluation employs three non-cost/price factors plus price. Factor 1 (Safety) is pass/fail, rated Acceptable/Unacceptable, based on five years of labor hours and injury/illness data (2021–2025) and a technical approach narrative limited to two single-sided pages. Factor 2 (Experience) requires demonstration of one to four contracts or task orders with minimum award value of $50 million each, completed within five years or with at least one year of performance by closing date, spanning functional annexes including Family Housing, Facilities Support, Utilities, and Environmental; Japan contract experience is preferred. Factor 3 (Past Performance) requires CPARS evaluations or Past Performance Questionnaires for all projects submitted under Factor 2. Factors 2 and 3 are weighted approximately equal to price. The NAICS code is 561210, Facilities Support Services; PSC is S216, Housekeeping–Facilities Operations Support. A site visit occurred May 21, 2026; documents from that visit and RFI responses are published on SAM.gov. Multiple amendments and RFI clarifications have been issued through July 20, 2026.
