About this file
This document is a Notice of Request for Information (RFI) Questions and Responses for RFP N40084-26-R-1025, issued by the Department of the Navy's Naval Facilities Engineering Systems Command Far East on 13 July 2026. The RFP solicits Base Operating Support Services at U.S. Marine Corps Air Station (MCAS) Iwakuni, Japan. The notice clarifies that it provides information only and does not amend the RFP unless changes are made via Standard Form 30.
The document addresses two contractor inquiries regarding specific Performance Work Statement (PWS) requirements. Question 13 concerns the sign-in sheet and meeting minute documentation requirements under Management and Administration, Specification Item 2.3.1. The contractor requested clarification on documenting attendance when Government attendees participate remotely via Microsoft Teams and may not be available to sign physical sheets. The Government's response clarifies that the contractor is responsible for documenting meeting attendance and must make a good faith effort to collect required attendee information. Question 28 addresses the Quality Manager (QM) certification requirements under Specification Item 2.7.1.2, which mandates that the QM or designated alternate hold current Certified Manager of Quality/Organizational Excellence (CMQ/OE) certification with at least five years of experience preparing and enforcing Quality Management Systems programs on similar contracts. The contractor inquired about acceptable certifying entities and equivalent certifications. The Government's response confirms that CMQ/OE is the primary certification referenced in the PWS with no equivalent certifications mentioned as acceptable alternatives.
