About this opportunity

The Department of Homeland Security US Coast Guard is seeking a small business contractor to perform manhole sewer repair services at Base Honolulu, specifically focusing on designing and constructing manhole benching and invert channels for the WPB building manhole. The solicitation requires contractors to follow strict OSHA section 1926.953 safety requirements for confined space entry, create smooth concrete invert channels with uniform cross-sections between pipe inlets and outlets, and perform atmospheric pressure and temperature buildup tests. Quotes are due by January 28, 2025, at 10:00 HST and must be submitted via email to justin.n.hinkle@uscg.mil. The project requires compliance with Unified Facilities Guide Specifications (UFGS) 03 30 00 and 33 30 00, which outline detailed technical requirements for concrete and sanitary sewerage systems. Evaluation criteria are not explicitly detailed in the provided documents, but the solicitation suggests a focus on technical capability, safety compliance, and adherence to specified design requirements.

The contract is set aside exclusively for small businesses under NAICS code 237110, with a size standard of $45 million. The project budget is estimated between $25,000 and $35,000, with work to be completed within 30 days of award. Performance will occur at USCG Base Honolulu, located at 400 Sand Island Parkway, Honolulu, HI 96819, with work hours restricted to 7:00 AM to 3:00 PM Monday through Friday, excluding federal holidays. Contractors must obtain Rapid Gate passes, provide personnel lists, and maintain photo identification for all workers. A mandatory site visit is scheduled for January 22, 2025, at 10:00 AM, requiring coordination with Charles Ahnee for base access. The project will require journeyman-level workers to implement the specified manhole repair and reconstruction services, following all prescribed safety and technical specifications.
