About this opportunity
The U.S. Coast Guard seeks refuse and recycling collection and disposal services for Base Cape Cod and USCG-owned housing in Harwich, Massachusetts under a Total Small Business set-aside, with quotations due November 24, 2026 at 12:00 PM Eastern Time. Questions are due November 18, 2026 at 12:00 PM Eastern Time, and an optional site visit is scheduled for November 16, 2026 at 9:00 AM Eastern Time at Base Cape Cod.
Place of performance is Buzzards Bay, Bourne, Massachusetts, for Base Cape Cod, and Driftwood Circle in Harwich, Massachusetts. Base Cape Cod residential housing includes 144 units, 100 of them occupied, each served by one 96-gallon tote for refuse and one for single-stream recycling, collected Fridays. Support and commercial buildings across 18 locations receive 21 refuse containers serviced Thursdays, ranging from 4 to 8 cubic yards. Harwich includes 7 housing units. The contractor must also provide on-call 30-cubic-yard bulk-refuse containers. The attachment estimates 690 tons of annual refuse.
The contractor furnishes all labor, supervision, transportation, equipment, containers, totes, disposal, recycling, permits, and incidental services. The contract is firm-fixed-price with FOB Destination. Service Contract Labor Standards apply under DOL Wage Determination No. 2015-4045 (Revision 37) for Barnstable County. The period of performance is one 12-month base year (December 1, 2026 through November 30, 2027) plus four consecutive 12-month options, with a potential six-month extension.
Personnel must submit a roster 3 to 5 working days before arrival for CJIS, NCIC, and III background checks, and all applicants must be REAL ID compliant. Critical tasks, including on-time on-call container delivery and contractor-furnished container construction and maintenance, allow no more than two defects per month. All other tasks allow up to four, and complaints received after the threshold render that month's services unacceptable.
Award goes to the responsible small business quoter offering the lowest price among technically acceptable quotations with acceptable past performance. Volume I, the technical narrative, is limited to ten pages. Volume II allows up to three past performance references from the past five years. Volume III contains the completed Schedule B and a price narrative. Contracting officer Lauren Suchy and contract specialist Axel Doody are the points of contact.
