About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10 seeks Sterile Processing System water testing services at three Northern Indiana VA facilities, with proposals due November 20, 2026. The procurement is a 100% Service-Disabled Veteran-Owned Small Business set-aside, restricting competition to certified SDVOSB firms.
Place of performance includes Marion, Fort Wayne, and Mishawaka VA Clinics in Indiana. The contract requires comprehensive water testing in accordance with ANSI/AAMI ST108:2023 standards, including monthly routine point-of-use and point-of-generation testing, quarterly performance qualification testing, 24-hour notification of abnormal results, subject matter expert consultation, corrective action recommendations, and web-based reporting software accessible to VA end-users. The contractor must perform at least 50% of work in-house, consistent with SDVOSB limitations on subcontracting.
The contract period runs from November 1, 2026 through October 31, 2031 (base year plus four option years). The estimated contract value is approximately $19 million on a firm-fixed-price basis. NAICS code is 541380 (Testing Laboratories and Services); PSC is B533 (Special Studies/Analysis—Water Quality). Service Contract Act prevailing wage rates apply to Allen, Wells, Whitley, Blackford, Grant, and Jay counties in Indiana.
Evaluation weights technical capability and approach at 50%, past performance at 20%, and price at 30%. The RFI deadline is October 30, 2026, close of business; RFIs must be submitted via email to eric.sweatt@va.gov with the subject line "RFI - 36C25027R0012" and must reference relevant specification sections or drawing numbers.
