About this opportunity
The Department of Veterans Affairs Veterans Health Administration seeks asbestos air monitoring services for cardiac catheterization and vascular interventional radiology renovations at the Stratton VA Medical Center in Albany, New York, with quotations due September 8, 2026. The procurement is set-aside exclusively for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns, foreclosing competition outside that category.
Place of performance is 113 Holland Avenue, Albany, New York. The NAICS code is 541620, Environmental Consulting Services, with a small business size standard of $19.0 million. The PSC is B502, Special Studies/Analysis—Air Quality. This is a Firm-Fixed-Price contract with no cost adjustments permitted based on contractor experience.
The contractor must provide a Certified Industrial Hygienist to conduct air monitoring during asbestos abatement in the A-B core areas of the 2nd and 3rd floors of Building 1. Required qualifications include an active New York State Department of Labor Asbestos Handling License, active New York State Asbestos Certificates for all on-site technicians, use of an accredited laboratory meeting specification 02 82 11, and resumes for any Certified Industrial Hygienists. Scope encompasses air monitoring plans, pre-abatement containment inspections, daily background air sampling, on-site polarized light microscopy analysis, regulatory compliance monitoring, weekly status meeting attendance, final clearance visual inspections, and post-abatement re-occupancy clearance sampling with formal reports. Performance extends from award through March 2027, with contractor availability required within two weeks of notification. Two large one-month mobilizations are anticipated over the performance period, plus one weekend mobilization and unit costs for incidental asbestos discoveries and off-hours work.
Evaluation criteria are technical capability, past performance, and price, with award to the lowest-priced technically acceptable offer. The Service Contract Act of 1965 applies. The VA Notice of Limitations on Subcontracting restricts services contracts to 50% subcontracting to non-certified firms; all subcontracted work exceeding that threshold must use SDVOSB or Veteran-Owned Small Business certified firms. Contractors must submit a lump-sum price with itemized cost breakdown for six line items and complete the Certificate of Compliance for Services and Construction.
