The National Institute of Standards and Technology seeks duct cleaning services for Building 225 at its Gaithersburg, Maryland campus, with proposals due September 24 at 10:00 am EST. This is a total small business set-aside, women-owned small business eligible procurement.

Scope encompasses cleaning and encapsulation of 12 Air Handling Units (AHUs), approximately 240 induction units, approximately 43,000 linear feet of ductwork, 200 access openings, and 240 boiler coils. The contractor must fabricate duct doors, perform asbestos abatement of insulation if encountered, and encapsulate all ductwork with zero-VOC water-based encapsulants meeting NFPA 90A and 90B standards. Work must occur outside regular business hours (7:00 pm to 3:00 am EST) with systems returned to service by 3:00 am. Personnel requiring more than 14 days of access must obtain Personal Identity Verification (PIV) badges through a 120-day background check; shorter-term access uses temporary FAC badges.

Required certifications include Certified Microbial Remediation Supervisor (CMRS) and Certified Indoor Environmental Consultant, all asbestos certifications, and medical evaluations for staff. CMRS and CIEC credentials may be held by named subcontractors or the same person; equivalent certifications to CMRS are acceptable if submitted for evaluation. Contractor must provide a Quality Control Plan (QCP), approved Safety Plan with Activity Hazard Analysis (AHA), weekly progress reports, Gantt-chart schedules, and video documentation of all remote cleaning and encapsulation work.
