About this file
This is Amendment A004 to a federal contract solicitation for duct cleaning services at the National Institute of Standards and Technology (NIST) Building 225 in Gaithersburg, Maryland. The amendment incorporates the government's responses to 34 questions submitted by offerors and maintains the offeror response deadline of September 24, 2026, with a service start date of October 1, 2026.
The scope of work encompasses cleaning 12 air handling units (AHUs), approximately 240 induction units, approximately 43,000 linear feet of ductwork, 200 access openings, and 240 booster coils. Key clarifications address system inventory quantities confirmed from duct system drawings; all perimeter induction units on basement through third floors are included in scope; all supply and return ductwork associated with the 12 AHUs is within scope; contractors should assume all round ductwork without exterior insulation contains internal fibrous glass lining requiring encapsulation; and coil pressure drop baseline records are not available. The contractor is responsible for asbestos abatement if encountered during performance, and an asbestos survey is provided. Certified Microbial Remediation Supervisor (CMRS) and Certified Indoor Environmental Consultant (CIEC) credentials may be held by named subcontractors or consultants and can be held by the same person; equivalent certifications to CMRS are acceptable if submitted for evaluation. Contractor personnel require NBIS background checks and access is granted after approval by the NIST security office. Work must occur outside regular business hours (7:00 PM to 3:00 AM EST typically) with systems returned to service by 3:00 AM; weekend work may be permitted with case-by-case approval for earlier starts. Commercial vehicle access, staging areas, and decontamination facilities will be coordinated with the Contracting Officer's Representative (COR) prior to performance start. The contractor must provide temporary tails to the COR for coordination with NIST's Electric Shop for connection to 480V and 208V circuits in the attic. The bond requirement has been removed. Quotations and Past Performance Questionnaires should be submitted to tony.schmidt@nist.gov, and the contract will be priced as a lump-sum CLIN rather than unit-priced line items.

Response to Questions and Clarifications Received
Scope
1. System inventory. Can the Government confirm the quantities to be cleaned, or provide the mechanical drawings or equipment schedule for Building 225? In the absence of drawings, we intend to price on the following allowances: 12 air handling units (AHU 1-12), approximately 420 induction units, approximately 30,000 linear feet of ductwork, and 200 access openings. Please advise if these are materially different from actual conditions.
The duct system drawings were included with the solicitation as an attachment.
• 12 AHU
• 240 induction units, estimated (264 induction unit slots identified, but some spaces are heated or cooled via separate systems that are out of scope)
• 43,000 linear feet of duct work, approximately
• 200 access openings
• 240 booster coils
2. Induction units. Please confirm that all perimeter induction units on the basement, first, second and third floors of Building 225 are within scope. If NIST has a count or schedule of induction units, we request a copy.
All of the induction units on floors B-3 are within scope. See drawings and Question #1 for numbers.
3. Equipment data book. The notes on drawing 13-108 (Attic Ductwork) reference equipment numbers in a data book. Please provide the data book, or an AHU and coil schedule for ACU-1 through ACU- 12, if available.
The Databook referenced in the drawing is not available.
4. Ductwork. Please confirm that all supply and return ductwork associated with ACU-1 through ACU- 12, including branch ductwork to the induction units, is within scope, and identify any systems, floors or areas that are excluded.
All supply and return ductwork is within scope.
5. Internal fibrous glass lining. The drawing package provided does not appear to identify which ductwork, AHU components or induction units contain internal fibrous glass thermal/acoustic lining.
Is there any drawing, specification, schedule, survey or other document that calls out where fibrous glass lining is present? If so, please provide it. If no such document exists, please identify which systems or components NIST anticipates contain internal lining requiring encapsulation under PWS 3.4.1, or confirm that the Offeror should assume all systems are lined.
Assume all round ductwork that does not have insulation on the exterior is lined.
PAGE 5 OF 10 1333ND26QNB190579A004
6. Coil baselines. PWS 3.4.3 references restoring coil pressure drop to within 10% of as-installed. Are as-installed pressure drop records available for any of the twelve systems.
These records are not available at this time.
Asbestos
7. Asbestos. Is there an asbestos survey for Building 225 covering duct insulation, mastic, or other materials within the work area? If asbestos-containing material is encountered, is abatement the contractor's responsibility under this order, or will the Government handle it separately?
Yes, survey is attached.
Yes, the contractor is responsible for abatement of asbestos identified during the performance of services covered under the scope of this contract.
8. Is an asbestos survey available for the Building 225 ductwork and associated insulation? If so, please provide it. If not, please confirm the type and general extent of asbestos-containing insulation NIST anticipates at access-opening locations under PWS 1.0.
Survey is attached.
9. Please confirm whether NIST will perform its own independent air monitoring or clearance for the asbestos work, or will accept air monitoring performed by the Contractor's third-party industrial hygienist.
The contractor is responsible for meeting the air monitoring requirements found in all local, state, and federal regulations. The government does reserve the right to perform its own air monitoring outside of the contractor’s scope of responsibility.
10. For employees performing asbestos work, should the quotation include only confirmation that the required medical evaluations have been completed, or are copies of medical-clearance documents required with the quotation?
Confirmation is sufficient with the quotation submittals; however, copies of records may be requested or required for review and verification after award.
Certification/Credentials
11. May the required CMRS and CIEC credentials be held by a named subcontractor or consultant rather than by the prime contractor's employees? And may credentialed personnel be identified before Notice to Proceed rather than at the time of quotation?
The credentials can be held by a named subcontractor. The credentialed person needs to be named at the time of quotation. The named person can be changed during the performance of the contract.
If the named person changes, notification needs to be provided to and approved by the COR by email before the beginning of the next workday.
PAGE 6 OF 10 1333ND26QNB190579A004
12. PWS 5.0 requires documentation of a Certified Microbial Remediation Supervisor and a Certified Indoor Environmental Consultant. May these certifications be held by a named consultant or subcontractor under contract to the Offeror, rather than a direct employee? Please also describe the role NIST expects these individuals to perform during contract performance.
The certifications can be held by a named consultant or subcontractor. Both of these certifications can be held by the same person. The Certified Microbial Remediation Supervisor is to ensure there isn’t a hazardous growth condition on surfaces that tend to collect moisture. The Certified Indoor Environmental Consultant is to ensure the health and safety of the indoor environment. Examples of tasks for the CIEC would be to ensure that the cleaners and encapsulants used are of the type that will not negatively impact the air quality in the building.
13. Would NIST consider revising the CMRS requirement to allow an equivalent mold/microbial remediation supervisory qualification demonstrating documented training and experience and successful completion of a recognized competency examination, in lieu of requiring the specific CMRS designation?
No.
14. Certain jurisdictional mold-remediation professional/supervisor licenses require documented remediation experience, formal training, and successful completion of an approved jurisdictional examination before an individual may supervise mold-remediation activities. Requiring the specific CMRS credential, rather than allowing comparable examination-based professional qualifications, may unnecessarily restrict competition by limiting otherwise qualified firms whose supervisory personnel possess equivalent mold-remediation training, experience, and demonstrated competency through other recognized credentials.
Equivalent certifications may be recognized and allowed. Contractors may submit them with proposals for evaluation.
15. Accordingly, would NIST consider revising Section 5.0 to permit CMRS or an equivalent examination-based mold/microbial remediation supervisory credential, particularly where no mold remediation has been identified within the current project scope? The Contractor's Project Manager would also be required to hold the applicable NADCA certification for HVAC system cleaning.
Equivalent certification for mold/microbial remediation may be acceptable. Contractors may submit them with proposals for evaluation.
16. Will the Government accept NADCA certification (company-level) in lieu of the individual CMRS/CIEC credentials?
CMRS/CIEC or equivalent certification may be sufficient, see Questions 14 & 15.
17. May the asbestos-abatement portion be satisfied through a licensed asbestos-abatement subcontractor rather than in-house certified staff?
Yes. This work can be performed by a subcontractor.

Security/Clearances
18. PIV badging requires a minimum of 120 days, and service start is October 1, 2026. How will NIST provide Contractor access between the start date and PIV issuance? Will escorted access or temporary badging be permitted, and will NIST provide escorts?
Escorts will be provided. The COR will coordinate any after-hours requests or requirement permitting contractor personnel on site until the background investigations are complete.
19. Work hours. We understand NIST regular working hours are 6:00 AM to 7:00 PM, and PWS 2.2 requires work to be performed outside regular working hours with all systems returned to service by 3:00 AM. Please confirm the permitted work window is 7:00 PM to 3:00 AM, whether weekend work is permitted, and that the 3:00 AM return-to-service requirement applies to every shift.
The typical work window is 7:00 pm to 3:00 am EST; however, the Contractor may request earlier starts to be approved on a case-by-case basis. Weekend work may be permitted.
20. Commercial vehicle access. We understand the NIST commercial vehicle gate closes at 3:30 PM, before the after-hours work window begins. Performance will require commercial vehicles for equipment delivery and removal, materials, and asbestos and non-hazardous waste transport.
Please advise:
a. How commercial vehicles may access the campus after 3:30 PM, and whether after-hours commercial gate access can be coordinated?
This will be coordinated with the COR. The Contractor will be required to provide a list of names and coordinate further with NIST Security for inspection at alternative designated gates.
b. Whether Contractor vehicles, equipment trailers and waste containers may be staged on campus overnight, and where?
Staging area/areas will be coordinated with the COR and space manager and identified before October 1, 2026.
c. Whether deliveries and waste pickups must be scheduled during daytime gate hours, and any advance-notice or escort requirements for those?
Deliveries and waste pickups shall be scheduled during regular business hours. Advanced notice shall be provided to the COR for approval and coordination.
d. The NIST point of contact for coordinating commercial vehicle access?
The COR is the POC.
21. Do any induction units or ductwork run through laboratory spaces with radiological, chemical, biological, laser or other hazards requiring additional clearance, training or entry procedures? If so, please identify those areas and any associated training required under PWS 8.0.
No. Those spaces are required to be safe for service workers before entry.
PAGE 8 OF 10 1333ND26QNB190579A004
22. Please identify available areas for staging, equipment laydown, the decontamination area required under PWS 3.9, waste containers, parking, and freight elevator access.
Staging, laydown and decontamination areas will be coordinated through the space manager by the COR prior to performance start.
23. What are the permitted working hours?
Refer to Question #19.
24. Contractor vehicle inspection center is open until 3:30pm. Will we be permitted to arrive after 3:30pm in our Commercial vehicles?
Refer to Question #20a.
25. Besides REALID, are there any other requirements for workers? (E.g. background check, US citizens only, etc.)
Contractor personnel are required to pass the NBIS background check to be allowed to work on campus. Access will be granted after a basic background check is completed and approved by the NIST security office.
Power
26. PWS 3.0 requires the Contractor to connect temporary tails to NIST-provided 480V and 208V circuits.
Please confirm the Contractor may make these connections, identify the location of the circuits, and advise of any NIST permitting or energized-work procedures that apply.
The Contractor shall provide the tails to the COR for coordination with the NIST Electric Shop to have them installed on the necessary bus duct switched in the attic.
Other Clarifications
27. May an offeror rely upon the recent experience and past performance of its proposed first-tier subcontractor to satisfy Factors 2 and 3?
Yes
28. If subcontractor experience is permitted, may the subcontractor’s clients submit the required Past Performance Questionnaires directly to NIST?
Yes
29. May the required CMRS, Certified Indoor Environmental Consultant, and asbestos certifications be held by qualified personnel employed by the proposed subcontractor?
Yes
30. Please confirm that quotations and Past Performance Questionnaires should be submitted to tony.schmidt@nist.gov.
Confirmed.
PAGE 9 OF 10 1333ND26QNB190579A004
31. The deliverables table in PWS 12.0 lists Bond Documentation. Amendment A001 states the bonding requirement will be removed at award. Please confirm Bond Documentation is not a required deliverable.
The bond requirement is removed.
32. PWS 3.7(a) references a Filtration Efficiency Field Test "specified in Section 7a above." Please confirm this refers to the test described in Section 3.7(a).
Yes
33. The QASP entry for Section 9.1 references a Staffing Plan, while PWS 9.1 addresses the Safety Plan.
Please confirm which plan is required, or whether both are required.
Safety Plan is correct. The QASP will be corrected.
Pricing
34. Given that the induction unit and ductwork quantities cannot be fully verified prior to award, would NIST consider unit-priced line items for induction units in lieu of a single lump-sum CLIN 0001?
No.
