About this opportunity

The Department of the Air Force Air Combat Command is conducting market research for a comprehensive carpet replacement project at Lower Level 1 of Building B1000 at Offutt Air Force Base, managed by the 55th Civil Engineer Squadron. The project requires contractors to furnish all labor, equipment, materials, and services to replace approximately 2,350 square yards of carpet while maintaining corridor accessibility throughout the work period. Contractors must provide capability statements by July 4, 2025, and demonstrate the ability to handle Controlled Unclassified Information through completion of Non-Disclosure Agreements and Standard Form 328. The work must be performed according to ISO 9001 quality assurance standards and requires coordination with the J431 Project Manager to minimize mission impacts. Security clearances will be necessary for work in secure areas where escorts are required, and contractors must submit a critical path method construction schedule prior to beginning carpet removal and installation.

This procurement opportunity is designated as a Total Small Business set-aside under NAICS code 314110 (Carpet and Rug Mills) and PSC code S214 (Housekeeping- Carpet Laying/Cleaning). The project scope includes purchasing approximately 1,450 square yards of new Shaw Sculpt Loop carpet in Color Clay and an additional 300 square yards of Shaw Knit Color Sterling carpet to match existing office spaces. Contractors will remove and replace 1,100 square yards of corridor carpet and 350 square yards of secure area corridor carpet, salvaging reusable materials for installation in approximately 1,002 private office spaces covering roughly 900 square yards. All work spaces must be restored to original or better condition within 10 workdays after project completion. No incumbent contractor or budget range information was provided in this pre-solicitation notice, as this appears to be an initial market research effort to identify capable vendors.
