About this opportunity
The Air Force Sustainment Center at Tinker Air Force Base seeks design, testing, purchase, and delivery of Interface Test Adapters (ITAs) for the B-2 Test Program Set's new TITAN receiver on the Common Organizational Level Tester (COLT), with proposals due June 17, 2026. This is a 100% small business set-aside, firm-fixed-price procurement under FAR Part 12. Amendment 0003, issued May 27, extends the deadline, incorporates Appendix J and a revised Statement of Work dated May 27, and requires contractors to acknowledge receipt of the amendment prior to the June 17 deadline.
Place of performance is Tinker Air Force Base, Oklahoma City, Oklahoma. The contractor must design and produce three adapter types: BRU-44 Cable (8 production units), Powered RLA Interface Box (PRIB, 9 production units), and SBRA Interface Box (SIB, 13 production units), plus one first article of each type. First articles must be delivered within 90 days after receipt of order; production units follow 30 days after first article approval, with one unit per month for each adapter type commencing the month after acceptance testing. PRIB and SIB enclosures must use aluminum alloys 5052-H32 or 6061-T6, weigh no more than 100 pounds each, and fit within 11"×11"×10" dimensions. All designs must match provided electrical schematics pin-for-pin.
Qualification testing includes electrical, physical, visual, and environmental testing (high/low temperature per MIL-STD-810H, shock, EMI, and drop testing); temperature testing for PRIB and SIB first articles requires contractor execution with government personnel present. The government performs separate acceptance testing including end-to-end Test Program Set validation. Deliverables include a Preliminary Technical Data Package (40 days post-award), Design Review Presentation (45 days post-award), Qualification Test Reports (one business day after each test), Final Technical Data Package (ten business days after final acceptance), and Project Residuals. All deliveries are FOB Destination to Tinker Air Force Base. The NAICS code is 336413, Other Aircraft Parts and Auxiliary Equipment Manufacturing; PSC is 4920, Aircraft Maintenance and Repair Shop Specialized Equipment. Evaluation criteria apply best value under FAR Part 12.201-1. Contractors must be registered in SAM.gov. Contact Shanita Manuel (shanita.manuel@us.af.mil) or Anthony Dollard (anthony.dollard@us.af.mil, 405-739-4810).
