About this opportunity
The Defense Logistics Agency Energy seeks premium unleaded automotive gasoline (ULG) conforming to specification C16.67-1 for direct delivery to Lajes Field in the Azores, Portugal, with proposals due September 3, 2026. This is an unrestricted solicitation using Lowest Price Technically Acceptable (LPTA) evaluation; no set-aside applies.
Place of performance is Lajes, Portugal (9760). The procurement comprises two line items: 138,000 gallons of ULG for delivery to 65th Logistics Readiness Squadron bulk storage tanks, and 60,000 gallons for delivery to the AAFES Service Station, both at the same location. The contract period runs July 1, 2026, through August 31, 2029, with a 30-day delivery carryover period. Minimum monthly deliveries are approximately 2,200 gallons, twice monthly, with delivery hours 0900–1700. Contractors must deliver quantities within ±10 percent variation.
Pricing is escalated using the PLATTS DAILY FOB MED Premium Unleaded 10 PPM index (PGABM00), with a base price of $2.146756 per gallon established November 17, 2025. Offer prices must be firm for 120 calendar days from submission. NAICS code is 324110, Petroleum Refineries; PSC is 9130, Liquid Propellants and Fuels, Petroleum Base.
Certificates of analysis (COAs) are mandatory for overseas locations; COAs must be no more than 90 days old from solicitation issuance and contain sample test dates, test results, test methods, and laboratory/QC manager signatures. Offerors must be registered in SAM.gov and AMPS prior to submission, provide fuel source commitment letters from suppliers covering estimated contract-period quantities, and submit all offers through the Offer Entry Tool (OET).
Evaluation assesses technical capability (specification conformance, licensure, supply commitment letters), past performance documentation (including COAs or quality certificates), and price, with award to the lowest evaluated price by location. Questions may be submitted through April 7, 2026, 1300 hours Eastern Time. Six amendments have been issued; Amendment 0006 extended the deadline to September 3, 2026.
