About this opportunity
The Department of Homeland Security's Customs and Border Protection is procuring Honorary Awards and Decorations through the US Border Patrol, specifically seeking three types of medal sets: 6,000 U.S. Border Patrol Meritorious Service Medals, 8,000 U.S. Border Patrol Excellence in Group Medals, and 600 U.S. Border Patrol Exceptional Service Medals. Each decoration set includes regular and miniature size medals with service ribbons, packaged in presentation cases, and must be manufactured according to precise specifications provided by The Institute of Heraldry (TIOH). The contractor must provide all labor, equipment, personnel, supplies, and supervision, while being responsible for quality control and inspection requirements. The government will evaluate proposals using lowest-priced technically acceptable criteria, emphasizing that only qualified contractors experienced in producing medals and decoration sets for law enforcement or military should submit quotes. All questions must be submitted by 3:00 PM EST on August 22, 2025, with quotes due by 2:00 PM EST on August 28, 2025, via email to the contracting officer.
This procurement is designated as a Total Small Business set-aside under NAICS code 332999 with a size standard of 750 employees, and no incumbent contractor is identified in the solicitation documents. The contract structure includes a 12-month base period with a 12-month option period, with deliveries required 150 days from contract award during both the base and option periods. Medal die sets will be provided by the U.S. Army Institute of Heraldry and must be returned within five working days after completing the medal sets, with strict requirements that contractors cannot replicate these dies. Performance will occur at the contractor's facility, with overall contract administration in Washington, DC, and the government anticipates awarding a firm-fixed price purchase order. While specific contract values are not disclosed, the substantial quantities involved—totaling 14,600 medal sets across the three decoration types—suggest a significant procurement opportunity for qualified small businesses in the fabricated metal products manufacturing sector.
