About this opportunity

The 37th Training Group of the Department of the Air Force Air Education and Training Command seeks a 5-year Blanket Purchase Agreement for oxygen tank services supporting aircrew training at two locations. The procurement requires the provision of monthly pickup, processing, refilling, and delivery of 300 high-pressure steel oxygen cylinders (36 for the 344th Training Squadron at JBSA-Lackland, San Antonio, Texas and 17 for the 342nd Training Squadron at Wright-Patterson Air Force Base, Ohio) with medical-grade oxygen purity of 99.5% or higher and CGA 540 valve connections. The contractor must meet specific performance standards outlined in the Performance Work Statement, including delivery within 30 days of order on an FOB-Destination basis and maintenance of a professional on-site project manager available during normal duty hours (7:30 AM to 4:30 PM, Monday through Friday). The government will use a Lowest Price Technically Acceptable (LPTA) evaluation methodology, assessing technical capability on a pass/fail basis against Performance Work Statement requirements, with price evaluated only for technically acceptable quoters. The deadline for submitting questions was Wednesday, January 21, 2026 at 4:00 PM Central Daylight Time, with the quote submission deadline extended to Thursday, January 29, 2026 at 4:00 PM Central Daylight Time via email to Contract Specialist Andrew Ng and Contracting Officer Jaison Saavedra.

This procurement is designated as a total small business set-aside with a size standard of 1,200 employees under NAICS Code 325120 (Industrial Gas Manufacturing) and PSC 6835 (Medical Gases). No incumbent contractor exists for this requirement, as confirmed in the Questions and Answers documentation, making this a new solicitation with no prior contract history. The solicitation does not specify an explicit award value or budget ceiling, requiring quoters to submit unit prices for delivery flat fees, hazardous material fees, and rental fees with extended pricing. The contract encompasses 53 oxygen breathing tanks total (comprised of the 36 and 17 units noted above) to be serviced monthly with deliveries occurring on Thursdays at specified building locations, with quotes remaining valid for 30 days following submission. Performance will occur at both JBSA-Lackland in San Antonio, Texas (78236) and Wright-Patterson Air Force Base in Ohio, with the contractor subject to comprehensive quality assurance surveillance including zero-defect performance thresholds and potential contract remedies for non-compliance.
