The following question about the solicitation was submitted and has been addressed below. Numbering is continued from the previous set of questions.
---Reminder: For a proposal to be responsive, signed copies of all SF-30's must be submitted with the proposal. An amendment was not issued with this notice.---
QUESTION 16:
I found something on Drawing No. G-100 that I thought your people ought to be made aware of. I was looking at the footages in the TABLE titled AVIAN LINE - ROPE REINSTALLATION on Drawing Sheet G-100 and some of them looked to be not correct.
ANSWER 16:
The plan view G-100 was obtained in the archive from the original installation. Its primary purpose is to reference which lines are to be replaced for this contract, with respect to the whole array and other lines along the section. It does not accurately depict distance for the horizontal span. The upper right hand table shows the horizontal spans as called out in a previous inspection report.

The following questions about the solicitation were submitted and have been addressed below. Numbering is continued from the previous set of questions.
---Two (2) amendments (SF-30), amendment 0003 and amendment 0004, are also issued and attached. For a proposal to be responsive, signed copies of ALL SF-30's must be submitted with the proposal.---
--Amendment 0003 Revises Attachment D and extends the proposal due date--
--Amendment 0004 Revises the PWS--
9. What is the height (elevation of MSL) and width of the lower NAVLOCK guide wall extensions? Both (Both the wide guide wall between towers N3 and N2, and the narrow guide wall between towers N2 and N1) of the lower NAVLOCK guide wall extensions between the North towers N3 and N2, then between N2 and N1
ANSWER: Elevation, span, and connection details of the North Shore Carrier line connections can be found in Appendix E, Drawing Packet 29026-001.
10. I do not see in any of the drawings, whether the new solicitation drawings or the reference drawings how far are from lower NAVLOCK guide wall extension from the N1, N2 and N3 North Peninsula towers.
Could the contractor put a JLG aerial boom on a barge, on the North side of the lower NAVLOCK guide wall extension and reach over to the 1 1/8" Carrier line to re-terminate the 3/16" Vectran rope without having to get into the possible turbulent waters below the spillway, just long enough to pull the lines across and terminate them. Time would probably have to be scheduled with the lock operators in order to do this?
ANSWER: Refer to Revised PWS (Amendment 04), Section 5.2.
11. Concerning the 1/4" x 1 1/4" Flared Soft Copper Sleeve that is called out for terminating the 3/6 Vectran rope on the winches on the lock wall. This is for rope no's. 39, 45, 54, 56, 59, 60 as shown on Drawing Sheet No. 29026-011, Sheet No. 1 of 7. Who is the manufacturer of these 1/4" x 1 1/4" Flared Soft Copper Sleeves and part number OR can regular 1/4" ID x 3/8" OD copper tubing from McMaster-Carr be used, such as their no. 8967K89?
ANSWER: The item call out is standard 1/4" soft copper sleeve. Contractor shall coordinate with COR for approved part item.
12. Because of the answers to earlier questions saying that there was 17 failures of the existing ropes between the years 2015 and 2016 this leads me to believe there has been a lot more failures. What other rope numbers have failed?
ANSWER: As of 10/27, 28 lines are reported missing.
13. Concerning the solicitation with Attachment "D". The Attachment "D" list does not show rope no's. 73 & 77 as being Cut and furnished to the USACE's from Cortland Cable. Have these actually been furnished by Cortland to the USACE's since all of the other paper work does show this work to be done?
ANSWER: Lines 73 and 77 are also furnished from Cortland Cable Co. See Appendix D for changes.
14. Concerning where the Oregon South shore towers EE, WE, S2, S3 and S4 are located in regards to getting into them with a trailer with the spools of GFM (Cortland Cables 3/16" Vectran rope) rope to be able to set up and pay or feed them out across the Columbia river. Is there any problem with backing a trailer up to where needed to be able to do the foregoing work? Specialty just South of towers WE, S2 and S3?
ANSWER: Refer to PWS, Section 6.3 and 9.1.3 for location access and equipment placement.
15. From the solicitation ITEM NO. 0002, Perform Survey. Is this work to be Surveying done by a licensed "Land Surveyor" along with the installing contractor while adjusting the ropes so that the minimum elevation of the ropes at their lowest sage point is at a MSL of 185 ft.?
Also with this work is there a BENCH MARK in the South Shore area with a known ELEVATION, in order to work from for making the final adjustments at the 185 ft. MSL?
ANSWER: Surveying does not need to be performed by a licensed "Land Surveyor." Surveying method shall be completed using standard surveying practices and equipment with approval by the COR prior to surveying. Refer to PWS, Section 6.3.
Anchor connections are called out in Appendix E with known Elevations. Contractor can coordinate with COR to determine additional South Shore elevation bench marks if necessary.

The following questions about the solicitation were submitted and have been addressed below. Numbering is continued from the first set of questions.
---An amendment (SF-30) to the solicitation is also issued and attached in response to the questions. For a proposal to be responsive, signed copies of all SF-30's must be submitted with the proposal.---
Question 4:
Drawing Sheet No. S-500, upper left corner of drawing in the BILL OF MATERIALS, Item No. 5 Crosby No. MN G-414, # 1038004 SS thimble. I cannot find this in any of Crosby's literature, is this a good OR bad part number? I believe that the Part No. is supposed to be a Crosby SS-414. Is this correct?
Answer 4:
Drawing Sheet No. S-500 has been revised with the revised thimble call out and is attached to this notice. It replaces the original and all previous versions of Drawing Sheet No. S-500 in Attachment A - Drawing Packet.
Question 5:
From Drawing Sheet No's. G-100, PLAN VIEW - FULL ARRAY and Drawing Sheet G-101 EXISTING PLAN VIEW - WASHINGTON SHORE. Both of these drawings are misleading to any viewer, because neither drawing is showing the downstream lower NAVLOCK guide wall and how the three (3) North carrier line support towers [N1, N2 and N3] relate to their positions. Also from what information that there is, I believe that they are not in a straight line.
Answer 5:
The plan views, G-100 and G-101 were both obtained in the archives from the original installation. Their primary purpose is to reference lines requiring replacement for this contract, with respect to the whole array and other lines along the section. Towers N1, N2 and N3 are not in a straight line. For detailed tower arrangement and locations. See Appendix E, Drawing Packet 29026-001.
Question 6:
I've been told from sources other than what that USACE's has put out about this solicitation that the original installation of these Avian Array ropes were with Cortland 3/16" Spectra ropes. Is this correct?
Answer: Yes
Question 7:
From Drawing No. S-500 upper left hand corner, Item No. 1 says to use 3/8" 7 x 19 GALV CABLE in the Part Number column and under the Description column it says GALVANIZED STEEL CABLE, however in looking at Crosby's specification sheet the use of 7 x 19 cable is not recommended by Crosby to be used with the Item No. 3 (Crosby No. 1054029), S-501 Open Swage Socket.
Answer 7: Drawing Sheet No. S-500 has been revised with the revised rope call out and is attached to this notice. It replaces the original and all previous versions of Drawing Sheet No. S-500 in Attachment A - Drawing Packet.
Question 8:
Can you please provide us with the site visit attendee list from the November 17 site visit?

---An amendment (SF-30) to the solicitation is also issued and attached in response to the questions. For a proposal to be responsive, signed copies of all SF-30's must be submitted with the proposal.---
Question 1:
From Drawing Sheet No. S-500, lower left corner of drawing, I believe that in the BILL OF MATERIALS, Item No. 7 is wrong as I copied from drawing to this email. As you see item no. 7 is called out as a Brostby HG-4037. I cannot find anywhere this brand name and from what I have found, I believe that it is supposed to be made by Crosby?
Item 7 BROSTBY HG-4037, PN 1072494, 3/4 X 9 GALV. JAW END FITTING
Answer 1:
Crosby HG-4037, PN 1072494, 3/4 X 9 GALV. JAW END FITTING is the intended callout, as it references an existing item in the dampener assembly. Drawing Sheet No. S-500 has been revised and is attached to this notice. It replaced the original Drawing Sheet No. S-500 in Attachment A - Drawing Packet.
Question 2:
Also from the same Drawing Sheet No. S-500, upper left corner of drawing in the BILL OF MATERIALS, Item No. 5 Crosby No. MN G-414, # 1038004 SS thimble. I cannot find this in any of Crosby's literature, is this a good OR bad part number?
Answer 2:
Crosby No. MN G-414, # 1038004 SS thimble is available online for reference.
Question 3:
From Drawing Sheet No's. G-100, PLAN VIEW - FULL ARRAY and Drawing Sheet G-101 EXISTING PLAN VIEW - WASHINGTON SHORE. Both of these drawings are misleading to any viewer, because neither drawing is showing the downstream lower NAVLOCK guide wall and how the three (3) North carrier line support towers [N1, N2 and N3] relate to their positions. Also from what information that there is, I believe that they are not in a straight line.
Answer 3:
Drawing sheets G-100 and G-101 are intended to show the existing layout out the array. The two drawings come from the same model used in the original installation and previous rope reinstallation.
