About this opportunity

The Naval Supply Systems Command seeks Avaya Aura telecommunications system administration and troubleshooting training for U.S. Indo-Pacific Command personnel, with quotes due September 16, 2026 and questions due September 14, 2026. The procurement is a brand-name-only RFQ set aside 100% for small business concerns.

Place of performance is Camp H.M. Smith, Halawa, Hawaii. The contractor must be an authorized provider of certified Avaya training courses and maintain active authorization throughout the delivery and performance period; subcontracting training delivery to an authorized Avaya provider does not satisfy this requirement. The five-day training program covers Communication Manager, Session Manager, System Manager, G450 Media Gateway configuration, SIP endpoint administration, Session Border Controller operations, SIP trunk transition, and comprehensive SIP and SBC troubleshooting. Training must accommodate up to ten personnel with Day 1 structured for general/basic users and subsequent days providing advanced deep dives for technical personnel, running Monday–Friday, 7:00 AM to 3:30 PM Hawaii Standard Time. All non-DOD affiliated contractor personnel require unescorted base access authorization via SECNAV Form 5512/1. The contractor shall furnish all instructional personnel, training materials, curriculum, and required equipment; the government provides the facility. Delivery is thirty days after receipt of order. A Quality Control Program must be implemented on the first day of performance.

The contract will be a firm-fixed-price purchase order under FAR Part 12. NAICS code is 611420, Computer Training; PSC is U012. Quoters must submit technical demonstration and detailed cost/price build-up by 3:00 PM HST on September 16. Award will be made to the responsible quoter whose quote is technically acceptable and most advantageous to the government, considering price and other factors. Technical quotes will be rated acceptable or unacceptable based on demonstrated capability.
