JUSTIFICATION AND APPROVAL (J&A) FOR OTHER THAN FULL AND OPEN COMPETITION
This is a Justification and Approval document (J&A #26-023) for a simplified acquisition threshold procurement by US Indo-Pacific Command (USINDOPACOM) through NAVSUP Fleet Logistics Center Pearl Harbor. The requirement is for onsite Avaya-certified System Administration and Troubleshooting training for up to ten telecommunications personnel. The procurement is being conducted as a brand name acquisition under FAR Part 12.102, with a firm-fixed price purchase order anticipated under FAR Part 12. The required delivery date is September 30, 2026, and the delivery/performance period extends from August 17, 2026 to August 16, 2027. The procurement request/purchase order number is N0003826RXJ6CQ1-1301392474.
The justification for using other than full and open competition is based on brand name requirements. USINDOPACOM requires Avaya-specific curriculum and instruction to manage its existing Avaya telecommunications network, including Avaya Communication Manager, Session Manager, System Manager, and Session Border Controller administration. The training must address configuration of G450s, 9408 digital phones, Admin SIP J100 series endpoints, legacy H.323/analog phones, and ISDN PRI to SIP trunk transitions. The agency determined that non-Avaya training would be insufficient due to proprietary system knowledge requirements and compatibility concerns with existing infrastructure. Market research indicated that alternative vendors' products lack the specific features necessary to meet the agency's operational and technical requirements. Failure to approve this specialized training would result in network technicians lacking skills to manage and troubleshoot critical voice communication infrastructure, risking prolonged outages and degraded command and control capabilities. The estimated dollar value is redacted in the document.

4. Statutory Authority Permitting Other Than Full and Open Competition
1. FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name or industrial mobilization).
