About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network 15, Network Contracting Office 15 is conducting a sources-sought market research for Automated Endoscope Leak Testers to support the Leavenworth and Topeka VA Medical Centers, with responses due by June 29, 2026. This is a sources-sought notice only and does not constitute a solicitation; responses are not offers and cannot form a binding contract.

The Government seeks six complete systems—three units for each facility—along with six wall-mounted holders. The reference standard is the ALT-Pro Automated Endoscope Leak Tester by Olympus America Inc., but equivalent products meeting all specified salient characteristics are acceptable. Required technical capabilities include capacity for simultaneous testing of two endoscopes, automated three-step procedure with RFID scanning and LCD display, RFID reader with up to 13,000 record capacity, electronic data export, and compatibility with major endoscope brands including Olympus, Fujifilm, and Pentax. Systems must support both automatic (computerized dry leak test) and manual (operator-controlled wet leak test) modes.

Contractors must provide on-site installation at both facilities with electrical connection, RFID reader calibration, LCD configuration, network setup, and diagnostic verification. Hands-on training for up to 15 clinical staff by a manufacturer-trained representative is required, covering the three-step testing process, testing mode selection, display interpretation, record keeping, and troubleshooting. Ongoing support must encompass email and phone technical support, system troubleshooting, optimization guidance, preventive maintenance recommendations, RFID database assistance, and advanced feature guidance.

Responses should be submitted to matthew.curl@va.gov and include company point of contact, SAM.gov UEI number, small business/socioeconomic status, marketing literature, country of origin, and authorization status as a distributor. Responses will inform potential set-aside determination for any subsequent solicitation.
