Summary: Statement of Work - Automated Endoscope Leak Tester

This Statement of Work outlines the requirements for the Leavenworth and Topeka VA Medical Centers to procure Automated Endoscope Leak Tester Systems. The Government seeks six complete systems (three units for each facility) along with six wall-mounted holders. The systems must perform dry air leak testing on flexible endoscopes using a pressurization method to detect microscopic breaches in waterproof housing, thereby preventing cross-patient infections and equipment damage. Key technical specifications include capacity for simultaneous testing of two endoscopes, automated three-step procedure with RFID scanning, LCD display with workflow instructions, integrated RFID reader with up to 13,000 record capacity, and electronic data export capabilities. The equipment must support both automatic (computerized dry leak test) and manual (operator-controlled wet leak test) modes and be compatible with major endoscope brands including Olympus, Fujifilm, and Pentax. The acquisition is based on the ALT-Pro Automated Endoscope Leak Tester by Olympus America Inc. as the reference standard, but equivalent products meeting all specified salient characteristics are acceptable; contractors must provide sufficient documentation for Government evaluation of equal items.

The contractor must deliver manufacturer warranty documentation detailing coverage scope, timeline, and remedies for defects. Service requirements include on-site installation with electrical connection, RFID reader calibration, LCD configuration, network setup, and diagnostic verification at both facilities. Hands-on training for up to 15 clinical staff must be provided by a manufacturer-trained representative and cover the three-step testing process, testing mode selection, display interpretation, record keeping, and troubleshooting. Post-delivery documentation must include complete user documentation, RFID database setup with endoscope model specifications, quality assurance protocols, training completion records, facility-specific procedures, and post-installation support contact information. Ongoing support shall encompass email and phone technical support, system troubleshooting, optimization guidance, preventive maintenance recommendations, RFID database assistance, and advanced feature guidance.
