About this opportunity

Pacific Air Forces is establishing multiple-award Blanket Purchase Agreements for vehicle rental and chauffeur services throughout Australia, with quotes due August 28, 2026, at 3:00 PM AEST. Questions are due August 25 at 3:00 PM AEST. Amendment 02, issued August 27, extended the quote deadline by one calendar day; Amendment 01, issued August 25, incorporated RFI responses and PWS changes.

Place of performance is Queensland, Australia, with service required across eight metropolitan and regional hubs: Canberra, Sydney, Brisbane, Darwin, Alice Springs, Perth, Melbourne, and Cairns. This is a full and open competition (no set-aside) using NAICS 532111, Passenger Car Rental, with a size standard of $47 million. Vendors from WTO GPA and FTA partner countries are eligible.

The BPA establishes an aggregate cumulative ceiling of $2,500,000 USD across all BPA holders combined, with no minimum order guarantee. Performance period is up to five years from date of award. Vendors must furnish seven vehicle types in right-hand-drive configuration: mid-size sedans, SUVs, passenger vans (8–15 passenger capacity), standard cargo vans, secure mail transport vans, pickup trucks, and small box trucks. All vehicles must be current model year or no more than four years old with less than 40,000 kilometers at delivery. Vendors are not required to offer every location or vehicle class and may price only those they can service. Driver/chauffeur service, supporting distinguished visitor ground transportation with heightened security requirements, must be priced as a separately identified, opt-in line item. Offerors must quote in AUD or USD (using OANDA rates on submission date), excluding GST, and submit via Attachment 02 - Price List Template. Price is the sole evaluation factor at BPA establishment, assessed for fairness and reasonableness; multiple offerors with acceptable pricing will be awarded BPA status. At individual call level, award goes to the lowest-evaluated-price BPA holder. The Government reserves the right to on-ramp or off-ramp vendors during the five-year ordering period. Contracting Officer: Nicholas A. Johnson, SSgt, USAF, nicholas.johnson.83@us.af.mil.
