About this file

This is a Combined Synopsis/Solicitation for Commercial Products/Services issued by the US Oversight and Support Group – Australia as a Request for Quote (RFQ) under solicitation number FA523426Q0018, posted August 22, 2026, with a response deadline of August 27, 2026 at 3:00 PM AEST. The Government seeks to establish multiple-award Blanket Purchase Agreements (BPAs) for rental vehicles and driver/chauffeur services in Australia, with an anticipated performance period of up to five years from date of award. The solicitation uses NAICS code 532111 with a size standard of $47 million and is set aside as full and open to all eligible suppliers, including WTO GPA member countries and FTA partner countries. Domestic preference rules and the Buy American Act are exempt for this procurement. Vendors are not required to offer every location or vehicle class listed in the Performance Work Statement (Attachment 01) but may submit pricing for any combination they can service. Offerors must complete Attachment 02 – Price List Template and provide company information including CAGE/DUNS number, UEI, POC, and acceptable payment methods (Direct Bank Transfer, GPC, or WAWF).

BPA establishment under this solicitation does not guarantee any minimum quantity or dollar value of orders. At the BPA establishment stage, price is the sole evaluation factor and will be assessed for fairness and reasonableness using comparison techniques; multiple offerors with different price points may be established as BPA holders if pricing is independently determined fair and reasonable. At the individual call/order level, award will be made to the BPA holder offering the lowest total evaluated price among capable vendors. The Government reserves the right to add (on-ramp) qualified vendors at any time during the five-year ordering period through amendment and to remove (off-ramp) BPA holders for poor performance, repeated no-quotes, failure to maintain licenses/registrations/insurance, or loss of eligibility for federal award. Offerors must certify compliance with telecommunications equipment prohibitions under RFO 52.240-90(c) and, if quoting Chinese-manufactured vehicles, provide written confirmation that vehicles do not violate those prohibitions. Quotes must be submitted via email only, with a statement confirming acceptance of solicitation terms or listing exceptions with rationale. The primary point of contact is Nicholas A. Johnson, SSgt, USAF, Contracting Officer, at nicholas.johnson.83@us.af.mil.

Established BPAs will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" Offeror shall list exception(s) and rationale for the exception(s).

Amendments (if applicable) – Vendors shall acknowledge all amendments in writing with the quotation submittal.

Basis of Award (IAW RFO 12.203(b))

Offerors are advised that the establishment of a Blanket Purchase Agreement (BPA) as a result of this solicitation is not a contract and does not obligate any funds. A binding contractual obligation is formed only when a firm-fixed-price Call is placed and accepted IAW Attachment 01 – Australia Vehicle Rental BPA PWS, Section 4, Ordering Procedures. The Government intends to establish multiple-award BPAs with each responsible offeror who submits a conforming quote with pricing determined by the Contracting Officer to be fair and reasonable. This Basis for Award applies exclusively to the initial establishment (on-ramping) of vendors into the master BPA pool. Because the intent is to establish a pool of qualified vendors, award of a master BPA is not based on a comparative ranking among offerors; there is no "lowest offer" selected at the BPA-establishment stage. All responsible offerors submitting a conforming quote with fair and reasonable pricing will be established as BPA holders, subject to the Government’s right to make no award should no vendor submit an acceptable offer. By submitting a quote, the offeror attests to its capability to meet all performance standards outlined in Attachment 01 – Australia Vehicle Rental BPA PWS for the locations and vehicle classes it proposes to service; no separate technical proposal is required. Once established as a BPA holder, vendors will compete for individual Calls. The Government’s intention and the specific procedures for competing, evaluating, and awarding individual Calls — including the order-level, lowest-total-evaluated-price methodology — are detailed in Attachment 01 – Australia Vehicle Rental BPA PWS, Section 4, Ordering Procedures. The Government intends to award the master BPAs without discussions; therefore, the offeror’s initial quote should contain its best and final pricing. The Government reserves the right to conduct discussions if later determined to be necessary, to reject any or all offers if such action is in the public interest, and to waive informalities and minor irregularities in offers received.

Evaluation Process (IAW RFO 12.203(c)(2))

The RFO provision 52.212-2, Evaluation – Commercial Products and Commercial Services, applies to this acquisition. The Government will evaluate offers by first ensuring each quote meets the submittal requirements on a pass/fail basis before evaluating price. For the purpose of BPA establishment, price is the sole evaluation factor and is used exclusively to determine fairness and reasonableness for on-ramping into the BPA pool. Order-level (Call-level) price evaluation and award are governed separately, as described in the Evaluation Factor – Price section below and in Attachment 01 – Australia Vehicle Rental BPA PWS, Section 4, Ordering Procedures.

Quotations must be provided on either Attachment 02 – Price List Template or vendor submitted template containing all information elements of Attachment 02 – Price List Template. This combined synopsis/solicitation and price list must be complete, self-sufficient, and respond directly to the requirements of this solicitation.

Offeror’s submission of a price list is considered confirmation of contractor’s ability to provide and deliver as identified in Attachment 01 - Australia Vehicle Rental BPA PWS for the specific locations and/or vehicle classes quoted. The quotation submittal shall be clear, concise, and include sufficient detail for effective evaluation and for substantiation of the validity of stated claims.

Price is the sole evaluation factor. Before pricing is evaluated, each quote must first meet the quote completeness requirements below on a pass/fail basis. Quotes that fail to meet these requirements will not be considered further.

BPA establishment will be offered to each offeror whose quote is complete and whose pricing is determined fair and reasonable.

Submission Completeness (Pass/Fail):

Offerors are not required to service or price every location or vehicle class listed in Attachment 01 – Australia Vehicle Rental BPA PWS; each offeror shall submit pricing only for the location(s) and vehicle class(es) it is capable of and chooses to support. Each quote will be reviewed for the following, on a pass/fail basis:

Rating Description Pass Quote submitted by the RFQ response deadline, using Attachment 02 – Price List Template (or an equivalent vendor template containing all required information elements), with complete pricing information for each location and vehicle class the offeror proposes to support, in accordance with Attachment 01 – Australia Vehicle Rental BPA PWS.

Fail Quote not submitted by the RFQ response deadline, or missing required information elements of Attachment 02 – Price List Template for one or more of the location(s) and/or vehicle class(es) the offeror proposes to support.

Evaluation Factor – Price:

Price will be evaluated to determine fair and reasonableness in accordance with RFO 12.209, using one or more of the following techniques as applicable: comparison of prices received among offerors quoting the same or similar locations/vehicle classes, comparison to an Independent Government Cost Estimate, or comparison to current or recent market/contract pricing for comparable rental vehicle and driver/chauffeur services in Australia. Price is not scored competitively against other offerors and does not, by itself, determine which offerors are established as BPA holders; it is used solely to determine whether each offeror’s pricing is fair and reasonable. Ratings are as follows:

Rating Description Fair and Reasonable Proposed pricing is consistent with, or favorable in comparison to, prevailing market rates and/or pricing received from other offerors for comparable locations and vehicle classes.

Not Fair and Reasonable Proposed pricing is not supported as fair and reasonable and the offeror is unable to provide adequate justification upon request by the Contracting Officer.

Two-Tiered Price Evaluation. Price is evaluated at two distinct stages under this BPA, consistent with Attachment 01 – Australia Vehicle Rental BPA PWS:

(1) BPA Establishment (this solicitation). As described above, price is evaluated solely to determine whether each offeror’s submitted Price List rates are fair and reasonable for on-ramping into the BPA pool. This is not a comparative, lowest-price competition among offerors; multiple offerors with different price points may all be established as BPA holders provided their pricing is independently determined fair and reasonable.

(2) Individual Call/Order Level. Once established, BPA holders compete for individual Calls IAW PWS Section 4, Ordering Procedures. For Calls exceeding the micro-purchase threshold, the Authorized Caller will request quotes from capable BPA holders (i.e., those whose currently accepted Price List covers the required location and vehicle class) and will award the Call to the BPA holder offering the lowest total evaluated price for that specific requirement, consistent with PWS paragraph 4.1, unless the order-level request for quotes states additional evaluation factors. A BPA holder’s rates accepted into the master Price List under this solicitation serve as that BPA holder’s ceiling (not-to-exceed) rate for Call-level competition; a BPA holder may not submit a Call-level quote that exceeds its then-current accepted Price List rate for the applicable location and vehicle class.

Stage When It Applies Evaluation Standard Purpose / Outcome Stage 1 – BPA Establishment

This solicitation (initial award of master BPAs)

Fair and Reasonable (not comparative)

Determines whether each offeror's Price List rates are fair and reasonable for on-ramping into the BPA pool. Multiple offerors may be established as BPA holders regardless of their relative price to one another.

Stage 2 – Individual Call/Order

Each Call placed against the BPA IAW PWS Section 4

Lowest Total Evaluated Price Determines which capable BPA holder is awarded a specific Call. Each BPA holder's accepted Price List rate serves as its ceiling; award goes to the lowest total evaluated price offered among capable BPA holders for that Call.

Reservation of Rights To Add and Remove BPA Holders (On-Ramping/Off-Ramping)

The Government reserves the right to add (“on-ramp”) additional qualified vendors as BPA holders at any time during the ordering period of the resulting BPA(s) (up to five (5) years from date of award), as necessary, by reopening this combined synopsis/solicitation for an additional response period via amendment.

The Contracting Officer may reopen this solicitation for an on-ramping cycle at any time during the ordering period, as needed to improve competition or coverage for a location or vehicle class with limited or no vendor participation.

Each on-ramping cycle will be announced by amendment establishing a new response date/time for that cycle IAW RFO 12.603(c)(3)(ii) and 5.203(b); no on-ramping cycle will be conducted without an established response time.

Quotes received during an on-ramping cycle will be evaluated using the same procedures and criteria applied at initial BPA establishment — a pass/fail submission-completeness review followed by a fair-and-reasonable price determination, consistent with the Basis of Award, Evaluation Process, and Evaluation Factor – Price sections above. Quotes are not comparatively ranked against other offerors, whether previously established as BPA holders or under concurrent evaluation.

A quote received before an amendment announcing an on-ramping cycle will be evaluated under the terms in effect at the time of submission, as applicable; a quote received during an announced on-ramping cycle must comply with the terms of that cycle's amendment. An amendment under this section does not, by itself, modify any BPA already established; changes to an existing BPA holder's agreement are made only by separate modification IAW Attachment 01 – Australia Vehicle Rental BPA PWS, paragraph 11.8.

The Government similarly reserves the right to remove (“off-ramp”) a BPA holder from this BPA at any time during the ordering period upon the occurrence of criteria set forth in Attachment 01 – Australia Vehicle Rental BPA PWS, paragraph 11.11, including poor performance, repeated no-quotes, failure to maintain required licenses, registrations, insurance, or a current price list, or loss of eligibility for Federal award. Off-ramping does not affect any Call already issued to the affected BPA holder.

Additional procedures governing on-ramping and off-ramping of BPA holders, including notice, cure periods, and recordkeeping, are set forth in Attachment 01 – Australia Vehicle Rental BPA PWS, paragraphs 11.10 and 11.11.

Ordering Procedures

This BPA is established under RFO Part 12, Acquisition of Commercial Products and Commercial Services, and orders placed against it are issued and administered under the terms and conditions of RFO 52.212-4, Contract Terms and Conditions – Commercial Products and Commercial Services, as incorporated into the BPA.

Establishment of a BPA under this solicitation does not obligate the Government to place any order and does not guarantee any minimum quantity or dollar value of orders to any individual BPA holder. Orders will be placed only against BPA holders who cover the location(s) and vehicle class(es) required for that specific order.

For orders at or below the micro-purchase threshold, the Government may place an order with any BPA holder covering the required location and vehicle class without further competition among BPA holders.

For orders above the micro-purchase threshold, the Government will provide a fair opportunity to be considered to each BPA holder that covers the required location(s) and vehicle class(es) for that order, consistent with RFO Part 12 and the terms of RFO 52.212-4 as incorporated into the BPA, unless an exception applies (e.g., logical follow-on, unique or highly specialized services, or urgent and compelling need). Award at the order level will be made to the BPA holder(s) covering the required location(s) and vehicle class(es) that offer the lowest total evaluated price for that order, unless the order-level request for quotes states additional order-specific evaluation factors. This order-level, lowest-total-evaluated-price methodology is separate from, and does not affect, the fair-and-reasonableness price evaluation performed at BPA establishment IAW the Basis of Award and Evaluation Factor – Price sections above.

The Contracting Officer will maintain a record of the locations and vehicle classes covered by each BPA holder, based on Attachment 02 submissions, for use in identifying which BPA holders are solicited for a given order.

Payment Methods

Payments shall be made by one of the following and determined at the order level:

• Direct Bank Transfer

• Government-Wide Purchase Card (GPC) / Credit Card

• Wide-Area Work Flow (WAWF)

• Additional payment methods will be authorized on a case-by-case basis pending approval by the current Contracting Officer.

Inability to process payment via Direct Bank Transfer/GPC/WAWF may make an offeror ineligible for award.
