About this opportunity

The Naval Facilities Engineering Command is procuring automatic transfer switch (ATS) replacement services at three facilities (FC445, FC443, and FC442) within the French Creek Wastewater Treatment Facility at Marine Corps Base Camp Lejeune, North Carolina. The project involves replacing existing 2000A switchboard-mounted automatic transfer switches with new 2000A closed transition ATS units that include bypass/isolation switches, installing a bypass pump for screw pumps, adding contingency ATS equipment, and implementing a 125kW generator with related incidental work. Only Mechanical MACC Contractors specifically listed on the General Requirements cover page are eligible to submit proposals for this ROICC Camp Lejeune area of responsibility project. The solicitation has been amended multiple times, with the current proposal submission deadline extended to 1400 hours on August 14, 2025. The project duration has been extended to 730 days due to 10-12 month lead times for stainless steel ATS and generator equipment, and contractors must sequence construction with FC445 completed first, followed by two-week intervals before starting FC443 and FC442.

This opportunity is designated as a Total Small Business set-aside and is limited to three pre-qualified mechanical contractors: Mechworks Mechanical Contractors, North State Mechanical, and R&W Construction Company. The estimated contract value ranges between $1,000,000 and $5,000,000, with liquidated damages of $880 per calendar day for delays. The work will be performed at Marine Corps Base Camp Lejeune, North Carolina, specifically at the French Creek Wastewater Treatment Facility buildings. Contractors must provide separate pricing for each of the three buildings and comply with Davis-Bacon Act wage determinations and Buy American requirements for construction materials. Upon completion, contractors must dispose of existing 2000A automatic transfer switches off-base while preserving and transferring the controllers to the government, coordinating with designated personnel at Shop 82, Building 1023.
