About this file
This is Amendment 0004 to Solicitation N40085-25-R-9011 for ATS Replacement at FC445, FC443, FC442, issued by NAVFAC Mid-Atlantic on August 7, 2025. The amendment provides answers to 16 requests for information from potential offerors regarding the wastewater treatment plant project at Camp Lejeune, NC. The proposal submission deadline remains at 1400 hours on August 14, 2025, and the project duration has been extended to 730 days due to 10-12 month lead times for stainless steel ATS and generator equipment.
Key clarifications include: the Government will provide fuel pump specification 33 32 16; continuous fuel supply to the bypass pump is only required during FC442 construction; the plant processes less than 4.5 mgd; construction must be sequenced with FC445 completed first, followed by two-week gaps before starting FC443 and then FC442; UV system power outages are limited to maximum two hours with advance notice; existing diesel pump will be removed after new installation; NEMA 4x ATS equipment has 50-week lead times; and a 125KW generator will remain permanently on-site rather than the initially mentioned 60KW unit. The Government will address any electrical issues that arise during construction, and all other contract terms remain unchanged.

CONTINUATION SHEET
1. QUESTION: The lead time for the stainless steel ATS, and generator is from 10-12 months.
Project duration needs to be at least 2 years. Please advise if this assumption is correct.
ANSWER: The project duration is changed to 730 days.
2. QUESTION: The Fuel pump has no specs. Please provide
ANSWER: Fuel pump specification 33 32 16 is provided with this amendment.
3. QUESTION: What is the required run time for the diesel pump? The CD500 only comes with a 10 gallon "priming tank" so an auxiliary fuel tank will be needed. At full load on the 475hp option the CD500 consumes 24 gals. per hour so if the pump needs a 72 hour run-time, 1728 gallon of fuel would be required. Due to that demand A fuel tank is recommended to be beside the pump. Pleas provide the tank size details on the tank support, concrete pad, etc..
ANSWER: 72 hour run-time for the diesel engine pump is not required. Contractor is responsible to provide continuous supply of fuel to the pump throughout the duration of construction to not impeded functioning of the screw pumps.
4. QUESTION: What is the process of getting tanker loads of fuel on the base? Due to the pumps fuel consumption this will be an ongoing process and have to be done every two to three days and possibly on holidays.
ANSWER: The process is the same as any other delivery to a job site.
5. QUESTION: Will the owner's existing 12" diesel be considered a standby pump? We have not found any requirements for redundancy in the specification.
ANSWER: Existing diesel pump will be removed by the Government after the installation of the new pump.
6. QUESTION: Will a sound attenuated enclosure be required on the diesel pump?
ANSWER: Not required. See attached fuel pump specification 33 32 16.
7. QUESTION: Will an auto dialer be required for the fuel pump?
ANSWER: See attached fuel pump specification 33 32 16.
8. QUESTION: Fill float controls for the fuel pump be required?
ANSWER: See attached fuel pump specification 33 32 16.
9. QUESTION: Sheet E3 Note 1 states to provide continuous supply of fuel for Bypass pump for all duration of construction; however this sheet is located in bid option 2 on the plans. Are we to assume the fuel actually needs to be continuously supplied for the duration of work in bid option 2? Please confirm.
ANSWER: The continuous supply of fuel to the bypass pump is only required during the construction of FC442.
10. QUESTION: What is the anticipated normal mgd of the plant?
ANSWER: <4.5 mgd
11. QUESTION: If the base bid, option 1 and option 2 was considered. The work on the 3 building can be done together or they have to go after each other. Please advise.
ANSWER: Building FC445 shall be completed in its entirety, followed by a two week gap in construction activities before commencing construction on building FC443, followed by another two week gap prior to the start of construction on building FC442. If FC443 and FC442 are awarded.
12. QUESTION: E101 Scope of work, plan note 1 The UV Disinfection in the base bid and the screw pump at option 2 shall have “0” power outages. This is hard to achieve. Even though a temporary diesel engine generator and temporary power will be provided. That should be fine unless they are fed by cable that will need to be intercepted. Please verify and confirm
ANSWER: We can allow the power outage to the UV system for a maximum of two hours with a power outage request submitted two weeks prior to the shutdown. No power outage to the screw pump can be achieved by running the by-pass diesel pump first and then disconnecting to the screw pumps.
13. QUESTION: Drawings Sheet A1.1 section 1/A1.1 side view should read 2/A1.1section.
Please confirm
ANSWER: That is correct.
14. QUESTION: The Plant has some issues with short circuits/wiring issues/Bad disconnects/Bad Breakers/Bad ATS. Is there any survey or maintenance/operation report that the government can provide. Or does the contractor have to check and figure out all that prior to the start? Please advise.
ANSWER: The Waste Water Treatment Plant maintenance personnel or other Government personnel will correct any issues that occur during construction.
15. QUESTION: On page four E 101 under scope of work note four stats "Contractor is responsible to provide and remove temporarily provided emergency generators from the site after construction is complete. Only the 60kw generator will stay permanently" Who provides the 60kw generator? As the only permanent generator shown to be contractor provided is a 125kw.
ANSWER: Concur. It is 125KW generator in lieu of 60KW.
16. QUESTION: Current lead time on nema 4x ats are 50 weeks. We would need these in hand before we start intercepting the existing cables to reroute.
ANSWER: The Government concurs.
17. All other terms and conditions remain unchanged.
