About this opportunity

The Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL) is soliciting quotes for the procurement and installation of servers and associated software to support the Mexican National Migration Institute's implementation of the Automated Targeting Systems Global (ATS-G) tool. The requirement encompasses hardware (two rack servers—a database server and an application server with specific Dell or equivalent specifications including 5th Generation Intel Xeon Scalable processors), software (Windows Server and SQL Server licenses), and comprehensive installation services. Key contract requirements include delivery and installation completion within 20 calendar days of award, with installation activities not to exceed 24 working hours, bilingual documentation, and all on-site coordination conducted in Spanish with technician escorts by INM personnel. Evaluation will be based on technical factors including compliance with specifications, delivery timeline feasibility, corporate qualifications and experience, and past performance, with these factors weighted more heavily than price. The amended solicitation deadline for quote submission is January 26, 2026, at 5:00 PM Central Standard Time (Mexico City local time).

This procurement is designated as a Total Small Business set-aside under NAICS code 423430, with no incumbent contractor identified. The contract value is not specified in the solicitation, though pricing is requested across five Contract Line Items: hardware, software licensing, installation and configuration services, shipping and handling, and Value Added Tax reimbursement in Mexico. All pricing must be submitted in U.S. dollars with firm-fixed pricing for all line items. The place of performance is Mexico City, Mexico, specifically at the National Migration Institute facility, with delivery required within 20 calendar days following contract award. Contractors must be licensed to conduct business in Mexico and demonstrate relevant experience performing similar IT installation services, with quotes remaining valid for 90 days from submission.
