About this opportunity

The Naval Facilities Engineering Command sought replacement of potable and fire supply water infrastructure at the Atlantic Undersea Test and Evaluation Center (AUTEC) on Andros Island, Bahamas, with proposals originally due March 25, 2026, extended to April 1, 2026. The solicitation was cancelled in its entirety via Amendment 0004 effective May 14, 2026, with all proposals rejected.

Place of performance is the Bahamas. The scope involved demolition of two existing 750,000-gallon finished water tanks and construction of two new 500,000-gallon tanks (1,000,000 gallons total capacity), plus a new 150,000-gallon elevated storage tank, interconnecting piping, and related site work to restore the potable and fire supply water system. Project completion was 365 calendar days from award, with liquidated damages at $4,293 per calendar day of delay. The project magnitude was estimated between $10,000,000 and $25,000,000. A bid bond of 20 percent of total evaluated price or $3,000,000 (whichever is less) was required, with performance and payment bonds due within 10 calendar days after award. Contractors needed bonding capacity of at least $20,000,000 per project.

Offerors were required to be registered in SAM with NAICS code 237110 (Water and Sewer Line and Related Structures Construction), submit a current VETS-4212 report or exemption statement, maintain CMMC Level 1 (Self) compliance, and complete a mandatory site visit on March 10, 2026 at 10:00 AM ET with required security clearance documentation (SECNAV 5512) submitted by March 3 at 2:00 PM ET. Evaluation criteria—Experience, Past Performance, Safety, and Technical Approach—were weighted equally, with combined non-price factors approximately equal to price. Four amendments were issued between March 12 and May 14, 2026, including updates to the bidder inquiry key, proposal deadline extension, design specification revisions (reducing elevated tank overflow and low water level elevations by 20 feet), and ultimate cancellation.
