About this opportunity

The Army Contracting Command - Aberdeen Proving Ground, on behalf of the Army Test and Evaluation Command (ATEC), is conducting a Call for Solutions for Expeditionary Secure Cross-Domain Modernization with a Phase 1 submission deadline of 1630 EDT on Friday, August 21, 2026. This is an open solicitation (no set-aside) issued under Defense Commercial Solutions Opening authority (DFARS 212.70) with Army Open Solicitation Number W9128Z-25-S-A002.

ATEC seeks commercially available, accredited Cross-Domain Solutions capable of securely transferring data between Live, Virtual, and Constructive entities and sensor feeds across multiple security enclaves (Unclassified, Secret, Top-Secret). The solution must achieve telemetry latency under 500 milliseconds, boundary throughput of at least 100 Mbps, 10 MB file transfer completion in under 5 seconds, support for 300 concurrent users and 3 concurrent events, and total setup within 24 hours. The infrastructure encompasses high-performance fiber, terrestrial wireless networks in rural and remote areas, and satellite links; solutions must adapt dynamically to contested or degraded environments. ATEC prioritizes Modular Open Systems Approach (MOSA) principles and welcomes both specialized, API-driven software components and fully integrated end-to-end systems that prevent proprietary vendor lock-in.

Submit Phase 1 solutions to contracting officers Whitney Jackson and Dennis Beauclair, Jr. with subject line "Call for Solution - [Your Company Name] - ATEC_RIW26_005." The question submission deadline was August 10, 2026; a Q&A document and updated Call for Solutions PDF are attached to the August 12 update.
