This Call for Solution is issued under the authority of Revolutionary Federal Acquisition Regulation Overhaul (RFO) Defense Federal Acquisition Regulation Supplement (DFARS) 212.70 – Defense Commercial Solutions Opening and may result in the Government awarding Federal Acquisition Regulation (FAR) contracts.

1. BACKGROUND.

The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Division D, on behalf of the United States Army Test and Evaluation Command (ATEC), is issuing this CfS identify sources capable of delivering commercially available, rapidly fieldable technology solutions to modernize its Test and Evaluation (T&E) enterprise. The highest-performing respondents will be invited to the inaugural ATEC Reverse Industry Week (RIW) in September 2026 at Aberdeen Proving Ground, MD (with virtual options available).

To support the Army's transition to Multi-Domain Operations (MDO), ATEC is pursuing a comprehensive modernization of its data sharing and interoperability capabilities. This will enhance ATEC's ability to securely and efficiently move test data across disparate security enclaves, including Unclassified, Secret, and Top-Secret networks. This initiative will provide a robust framework to support high-priority programs that require simultaneous multi-enclave testing capabilities, ensuring that ATEC can effectively validate advanced systems in a realistic, joint-force context.

2. PROBLEM STATEMENT.

To enhance its ability to conduct complex, multi-domain T&E, ATEC is seeking to integrate a reliable and accredited Cross-Domain Solution (CDS). The goal is to provide a secure, automated, and audited pathway for data to flow between Live, Virtual, and Constructive (LVC) entities, instrumentation, and sensor feeds operating across multiple security enclaves. This modernization will enable advanced multi-domain visualizations, real-time device monitoring, and complex engagement interactions. By creating a seamless and secure data-sharing environment, ATEC will be able to more effectively assess system interoperability and performance within a fully integrated, joint and coalition battlespace.

3. DESIRED SOLUTION ATTRIBUTES.

Desired solution is a remotely controlled, drone-based optical observation system capable of safely capturing and scoring munition impacts from within restricted SDZs.

Solutions should provide:

• Core Functionality: Support the secure transfer of LVC entities, instrumentation, and sensor feeds across all MDO environments. Capable of ingesting a wide array of data types, including Mission Command messaging, standard data files, intelligence signals, and tactical link data.

• Performance: System must meet stringent performance thresholds, including maintaining a telemetry latency of less than 500ms, achieving a boundary throughput of at least 100 Mbps, and completing 10MB file transfers in under 5 seconds. It must support 300 concurrent users and 3 concurrent events, with a total setup time of under 24 hours.

• Data Integrity & Security: Ensure high data integrity (Bit Error Rate <1x10⁻⁹) with 0% false negatives and fewer than 5% false positives, providing a secure and auditable data transfer mechanism.

• Interoperability: Designed for seamless interoperability with existing architectures, including MDOE components, data collection tools (e.g., TSPI, Silvus), and all U.S.

Army Mission Command systems.

• Value-Added Features: Should incorporate advanced capabilities such as AI/ML-driven automation, predictive analytics, natural language querying, real-time animated dashboards, and collaborative tools to enhance the overall testing environment.

• Scalability & Future-Proofing: A modular domain architecture capable of horizontal scaling and data type extensibility, designed to integrate with evolving AI/ML infrastructure and support global coalition operations.

• Training & Adoption: A highly intuitive user interface, augmented by AI-powered assistance and automated workflows, to significantly reduce the workforce training burden.
