About this opportunity
The Army Contracting Command at Aberdeen Proving Ground seeks proposals for scientific and engineering instrumentation and support services at the Aberdeen Test Center, with proposals due July 9, 2026. The procurement is a total small business set-aside issued as a combined synopsis/solicitation under FAR Subpart 12.6. Amendment 0002, issued June 8, 2026, extended the deadline from June 4 and restructured the contract as a single-award IDIQ on Time and Material and Fixed Price bases, with CLIN 0002 revised to $9 million across three years.
Place of performance is Aberdeen Proving Ground, Maryland. The contract runs from June 30, 2026 through June 29, 2029. The scope encompasses four service areas: electronic and mechanical instrumentation systems and test equipment (including COTS procurement, custom design, PCB and mechanical fabrication, and harsh environment packaging); software (COTS procurement, source code development, VHDL/Verilog FPGA design, and onsite or remote developers); systems engineering (integration, design, analysis of alternatives, and documentation); and testing facilities (sensors, data collection systems, fixed and mobile test design, and on-site installation). The contractor will execute approximately two custom "build tasks" annually in prototype quantities of fewer than 20 units, with potential production runs up to 50–100 units. Anticipated annual spending is less than $1 million, split approximately 90-10 between procurement and labor.
Required personnel include a Project Manager with a Bachelor's degree and ten years of experience managing complex technical projects, and a Senior Project Engineer with a Bachelor's degree in Science or Engineering and ten years of project engineering experience. The contractor must maintain a SECRET facility clearance and ensure all employees possess final SECRET clearances. All work products—documents, drawings, software source code, and models—become Government property with unlimited rights per DFARS clauses. Evaluation weighs the Technical Factor as significantly more important than Past Performance and Price, which are equally important; proposals must achieve a minimum "Acceptable" rating on both Technical and Past Performance to be considered. Proposals must not exceed 25 pages for Technical and Past Performance volumes, submitted in PDF format via email. The Government reserves the right to award without discussions. Service contract labor standards wage determination (Wage Determination 2015-4265) applies.
