About this opportunity
The Department of the Army Materiel Command Army Contracting Command at Aberdeen Proving Ground is conducting a Request for Information (RFI) for scientific and engineering support services for the Aberdeen Test Center (ATC). The solicitation seeks contractors capable of providing specialized engineering services, including developing custom instrumentation, electronic and mechanical systems design, software development, and test facility support across automotive, firepower, survivability, and warfighter testing domains. Key contract requirements include possessing a SECRET facility clearance, having personnel with bachelor's degrees and at least ten years of relevant experience, and demonstrating rapid response capabilities for custom hardware and software fabrication. The RFI is structured as market research under Federal Acquisition Regulation (FAR) part 10, with all comments and questions to be submitted in Microsoft Word or Excel to Noah Lane at noah.r.lane.civ@army.mil by June 12, 2025, at 10:00 AM EST. Evaluation criteria will likely focus on technical capabilities, security clearance readiness, past performance, and ability to meet complex engineering and instrumentation development requirements.
The contract opportunity is set aside for total small business participation, with a NAICS code of 541330 (Engineering Services) and a small business size standard of $35.5M. The anticipated contract is an Indefinite Delivery/Indefinite Quantity (ID/IQ) with a five-year ordering period and potential seven-year performance period, with an estimated ceiling value of $50M but expected annual spend of less than $1M. The procurement will utilize both firm fixed price (FFP) and cost-plus-fixed-fee (CPFF) line items, with approximately 70% allocated to procurement and 30% to labor. Key personnel positions, including Project Manager and Senior Project Engineer, will require specific qualifications such as bachelor's degrees and extensive federal government project management experience. Contractors must be prepared to support high-priority test programs with quick-response capabilities, potentially fabricating prototype quantities of less than 20 units and delivering comprehensive technical data packages.
