About this file
This is Amendment 0002 to Solicitation W91CRB26RA020, issued by the U.S. Army on June 8, 2026, extending the response deadline from June 4, 2026, to July 9, 2026, at 10:00 AM. The solicitation seeks Scientific and Engineering Support Services, with the primary modification involving CLIN 0002, which has been changed from an "ADMAS unit assembly" (Fixed Price at $3,000,000) to "Engineering Support Services and Unit Assembly" (Time and Material at $9,000,000), representing a $6 million increase. CLIN 0003 for Other Direct Costs has been deleted. The contract will be awarded as a single Time and Material/Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) vehicle on a best value trade-off basis. The expected contract initiation date is June 20, 2026, and the anticipated performance location is Aberdeen Proving Ground, Maryland.
Proposals must be submitted electronically via email in four volumes: Technical (25 pages maximum), Past Performance (25 pages maximum), Price (no page limit), and Solicitation/Certifications (no page limit). All files must be in PDF format with price breakdowns in Microsoft Excel. The Technical Factor is significantly more important than the Price Factor, which is equally important to Past Performance; proposals must achieve at least an "Acceptable" rating on both Technical and Past Performance factors to be considered for award. Price reasonableness will be evaluated for T&M rates. Offerors must submit completed pricing using the provided Price Model (Attachment 2, dated June 8, 2026), complete the sample task (Attachment 4), provide financial capability documentation per FAR 9-104-1(a), and submit past performance information for contracts performed within the past three years using the provided questionnaire. Discussion sessions may be held with offerors in the competitive range, with a minimum of five calendar days allowed for Final Proposal Revisions. The Government reserves the right to award without discussions.

The Government reserves the right to award without entering into Discussions in accordance with FAR 15.306(a)(3).
Section M - Evaluation Factors for Award
Miscellaneous text in this section has been modified to:
B. BASIS FOR AWARD (Section M)
The source selection for Scientific and Engineering support Services is a competitive, best value trade-off conducted in accordance with the Federal Acquisition Regulation (FAR) Subpart 15.3, as supplemented by the Defense FAR Supplement (DFARS) Subpart 215.3. The Government expects to award approximately one (1) T&M and Cost type contract on a best value trade-off basis between the Technical, Price and Past Performance factors.
The Technical factor is significantly more important than the Price factor, which is equally important to the Past Performance To receive consideration for award, a rating of no less than .
"Acceptable" must be achieved for the technical factor and past performance factors. The price factor must be determined to be fair and reasonable.
Offerors are cautioned that the award may not necessarily be made to the highest technical rating or lowest price offered and the government reserves the right to make award without conducting discussions.
C. FACTORS TO BE EVALUATED
The following evaluation factors will be used to evaluate each proposal: Award will be made to the offeror whose proposal is most advantageous to the Government based upon an integrated assessment of the evaluation factors described below. The Government reserves the right to make award based upon the Price factor in the event that the Technical and Past Performance evaluation results of all the offerors' proposals are substantially the same.
Award Eligibility: Based on the foregoing, the Government will select for award the proposal(s) determined to be the most advantageous to the Government considering all Section M evaluation factors. Further, prior to award, the offeror(s) must be determined eligible in accordance with the following:
Responsibility: To be eligible for award, apparent awardees must be deemed "responsible" in accordance with FAR Subpart 9.1
Factor 1 Technical (O/G/A/M/U)
Factor 2 Past Performance (A/U)
Factor 3 Price (Fair and Reasonable)
Factor 1: Technical Factor: The overarching evaluation approach will utilize the following rating scheme for the technical factor.
The offerors shall address the factor within its technical proposal. Offerors must receive a rating of acceptable or better.
COMBINED TECHNICAL/RISK RATINGS
Rating Description
Outstanding Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.
Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.
Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is no worse than moderate.
Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk unsuccessful performance is high.
Unacceptable Proposal does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is not awardable.
Definitions:
Strength: an aspect of an offeror's proposal that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance.
Weakness: a flaw in the proposal that increases the risk of unsuccessful contract performance.
See FAR 15.001.
Significant Weakness: A flaw in the proposal that appreciably increases the risk of unsuccessful contract performance.
Deficiency: a material failure of a proposal to meet a Government requirement or a combination of weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level. See FAR 15.001.Risk: as it pertains to source selection, is the potential for unsuccessful contract performance. The consideration of risk assesses the degree to which an offeror's proposed approach to achieving the technical factor or sub-factor may involve risk of disruption of schedule, increased cost or degradation of performance, the need for increased Government oversight, and the likelihood of unsuccessful contract performance.
*Note that a separate "risk rating" will not be assigned as risk of unsuccessful performance is incorporated into the Combined Technical/Risk Rating definitions.
Factor 2: Past Performance:
The Past Performance factor will be evaluated as acceptable or unacceptable using the Offeror's demonstrated record of recent and relevant experience in providing products/services related to the contract requirements.
Factor3: Price:
The resulting award will be an T&M and FFP IDIQ. Price reasonableness will be utilized in the evaluation of the T&M rates.
D. EVALUATION APPROACH
All proposals shall be evaluated by the Source Selection Team (SST).
1. The overarching evaluation approach for all factors is as follows:
a. The proposal will be evaluated to determine whether the offeror's Response.
methods and approach have completely considered, defined, and satisfy the requirements specified in the RFP.
b. The proposal will be evaluated to determine the extent Feasibility of Approach.
to which the proposed approach is workable and the end results achievable. The proposal will be evaluated to determine the extent to which successful performance is contingent upon proven devices and techniques. The proposal will be evaluated to determine the extent to which the offeror is expected to be able to successfully complete the proposed tasks and technical requirements within the required schedule.
The Technical Factor
Step 1. The technical factor will be rated in accordance with Table 1 below.
To be rated as "Acceptable" under the technical factor, the proposal shall clearly address the topics listed in Section L and demonstrate the offeror's understanding of the technical requirements presented in the PWS. The offeror will also submit proposals for the sample task provided which will be evaluated based on criteria from each sample task definition.
Proposals shall be rated according to the table below based on meeting all requirements to receive an acceptable rating. Any strengths given for exceeding requirements will be used to determine the overall technical factor rating.
TABLE 1 - COMBINED TECHNICAL/RISK RATINGS
Color Rating Description
Blue Outstanding Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths, and risk of unsuccessful performance is low.
Purple Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength, and risk of unsuccessful performance is low to moderate.
Green Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.
Yellow Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.
Red Unacceptable Proposal does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is not awardable.
Step 2. The technical proposal is evaluated and rated based on strength of technical proposals to PWS requirements and rigor of the completed sample task (Attachment 4 Sample Task) ensuring criteria requested within the sample task are addressed.
Price information provided as part of the sample task proposal will only be evaluated as an estimate to determine price realism of proposal and technical understanding of the task. Sample task cost will not be part of the technical or cost factor evaluation.
. Each offeror's past performance proposal will be rated as Past Performance Factor either "Acceptable or Unacceptable" and is based on an assessment of the past performance submitted and the Government's expectation that the offeror will successfully perform the required effort. This assessment is based on the offeror's record of relevant and recent past performance information that pertain to the product/services described in the solicitation. The Government will evaluate whether the offeror's present/past performance is relevant or not relevant to the services described in the solicitation. The Government will also evaluate how well the offeror performed on the contracts detailed in the offeror's proposal.
The Government will focus its evaluation on the forms and questionnaires provided by the Offeror in its proposal and may consider data obtained from other sources, including data in Government files or data obtained through interviews with personnel familiar with the contractor and their current and past performance Government contracts for same or similar services that are relevant and recent.
Under this factor, the Government may evaluate third party references provided as to each Offerors and major subcontractor's relevant and recent efforts, to verify the probability of successful accomplishment of the required effort. Relevant efforts are defined as services/efforts that are the same as or similar in size and complexity to the portion(s) of the PWS that the prime offeror or applicable major subcontractor is proposed to perform. Recent efforts are defined as those performed during the last five years, from the issue date of this RFQ.
Marginal ratings in CPARS may be considered Unacceptable. Areas where third party reference information will be sought are indicated on the Past Performance Questionnaire attached to this Solicitation. Where a reference indicates that an Offeror's performance was Unacceptable or Marginal in a particular area, the Government will consider any information provided by the Offeror to explain or rebut any Unacceptable or Marginal performance in a particular area. The burden is on the Offeror to identify in its proposal any and all extenuating circumstances which may bear on the Government's evaluation of unfavorable reference information.
For the past performance factor, offerors will be evaluated in accordance with the chart below. This rating considers the assessed quality of the relevant/recent efforts gathered.
TABLE 1 -Past Performance Factor
Rating Description
Acceptable Based on the offeror's performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror's performance record is unknown. (See note below).
Unacceptable
Based on the offeror's performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror's performance record is unknown
In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown (or "neutral") past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered "acceptable."
Adjectival ratings shall not be used for offerors' Price proposals. Price Factor. The Government will fully evaluate and negotiate all priced Contract Line Item Numbers (CLINs) for award. For award purposes, the total proposed price for all CLINs will be added together into a total sum (contract value). The evaluation of all option CLINs will not obligate the Government to exercise any option. The Offeror's Cost/Price proposal will be evaluated as follows.
The Price factor will not be evaluated with adjectival ratings but will be evaluated for fair & reasonableness.
