About this opportunity
The Department of the Air Force Materiel Command Research Laboratory seeks proposals to provide Assured and Trusted Microelectronics Solutions to ensure legacy, state-of-practice, and future microelectronics remain sustainable, reliable, procured as specified without alterations, and maintain intellectual property protections across military system lifecycles. Offerors must address design assurance, FPGA assurance, validation and verification, enhanced fabrication, radiation hardened electronics, and other microelectronics solutions. Proposals will be evaluated based on technical merit, cost realism, and transition potential to address Air Force needs, with white papers due by November 29, 2023 and full proposals due within 30 days of invitation.
There is no set-aside designation. Research will be performed in the United States under NAICS code 541712 and PSC code R425 with a total program budget of $299.95 million to be awarded over multiple contracts ranging from $2-20 million each over periods of 12-36 months. Current contractors include large defense firms specializing in assured microelectronics and electronics manufacturing. Key deliverables include monthly status reports and final technical reports within 90 days of completion.

Assured and Trusted Microelectronics Solutions (ATMS) encompasses efforts to make sure that legacy (currently fielded technology no longer in production), state-of-practice (technology nodes in production and available for manufacture/purchase), and future (next generation cutting-edge capability) microelectronics:
• Are sustainable and reliable across military mission lifetimes
• Are acquired exactly as specified and without additions or alterations
• Maintain robust IP protection during manufacturing and after fielding.
The desired end-state is the ability to incorporate commercially available ASIC, SoC, and Field Programmable Gate Array (FPGA) capabilities without sacrificing the integrity or security of national defense systems.
