About this opportunity
The Air Force Research Laboratory is soliciting proposals for the Assessment of Sensing-Autonomy Sensor Exploitation Technologies (ASSET) program, which seeks to develop comprehensive tools for modeling, analyzing, and predicting mission-level effects based on sensor performance across multiple domains including air, ground, space, and cyber. The primary objective is to generate knowledge and understanding of multi-domain sensing autonomy that can fuse information from various sources, reason over environments, and enable improved battlespace decisions for Intelligence, Surveillance, and Reconnaissance (ISR), Strike, and Electronic Warfare (EW) operations. Contractors must possess or be able to obtain top-secret security clearances, and the technical proposal is limited to 30 pages with various attachments not counting toward the page limit. The solicitation is being conducted as a 1-step call for proposals under the Autonomous Decisions, Algorithms, and Modeling (ADAM) Multiple Authority Announcement. Proposals are due by July 3, 2025, at 5:00 PM EDT, with an anticipated award date of October 22, 2025.
This opportunity has no set-aside designation and represents a follow-on to the previous MEAMS contract (FA8650-18-C-1669). The Air Force anticipates making a single award with an estimated total contract value of $95 million, structured as a cost-plus-fixed-fee (CPFF) effort spanning 60 months from award through October 2030. The funding profile ranges from $0.73 million in FY25 to $24 million total by FY30, with work supporting both in-house contractors and R&D activities. Performance will occur at Wright-Patterson Air Force Base in Ohio and the contractor's facility, with flexibility to work onsite at a government SCIF, contractor SCIF, or a combination of both locations. The government will provide access to the current development environment and computing resources to support the contractor's efforts.

ASSET is being solicited as a 1-STEP CALL FOR PROPOSALS under the Autonomous Decisions, Algorithms, and Modeling (ADAM) Multiple Authority Announcement (MAA) (FA2377-25-S-1207).
The objective of the Assessment of Sensing-Autonomy Sensor Exploitation Technologies (ASSET) is to provide the DAF with comprehensive tools to model, analyze, assess, and predict mission-level effects based on sensor performance obtained empirically or through modeling, simulation, and analysis across multiple domains to include air, ground, space, and cyber. The purpose is to generate knowledge and understanding of multi-domain sensing autonomy mission sets that fuse information from any source, reason closed loop over the environment, and enable improved, timely, and executable battlespace decisions for Intelligence, Surveillance, and Reconnaissance (ISR), Strike, and Electronic Warfare (EW).
