About this opportunity

The Air Force Research Laboratory (AFRL) is seeking proposals for the Maritime Automated Ingestion for Scene-Aware Identification and Localization (MAINSAIL) program, a research and development effort focused on developing autonomous capabilities for maritime target tracking using spaceborne sensing assets. The objective is to create advanced algorithms that can maintain custody of maritime targets through direct automated target recognition and contextual data analysis, with an emphasis on developing machine-readable data formats and predictive location reasoning. Proposals are due by May 19, 2025, at 3:00 PM local time, with an anticipated award date of September 16, 2025. Offerors must be U.S. persons, and the solicitation is unrestricted, though small businesses are encouraged to propose. Technical proposals are limited to 30 pages and must include a detailed technical approach, cost breakdown, and required certifications, with evaluations based on innovative technical approaches, understanding of objectives, and potential for transitioning research to future government needs.

The contract will be a Cost-Plus-Fixed-Fee (CPFF) arrangement with a total estimated program cost of $6.8 million, covering performance through September 15, 2028. The place of performance will be primarily at the contractor's TS-level classified facility, with an estimated work composition of 30% classified and 70% unclassified work. Contractors will need access to a Top Secret/Sensitive Compartmented Information (TS/SCI) facility clearance and may occasionally travel to Wright-Patterson Air Force Base in Ohio. The government anticipates awarding a single contract and will provide access to DoD High Performance Computing resources at multiple classification levels. Proposers should be prepared to develop solutions within the available funding profile, with milestones aligned to fiscal year funding allocations, and must comply with export control regulations and security screening requirements that include continuous disclosure of potential foreign affiliations or influences.

Update #2 · Latest ·

MAINSAIL is being solicited as a 1-STEP CALL FOR PROPOSALS under the Autonomous Decisions, Algorithms, and Modeling (ADAM) Multiple Authority Announcement (FA2377-25-S-1207).

The objective of the MAINSAIL (Maritime Automated Ingestion for Scene-Aware Identification and Localization) is to develop autonomous capabilities to maintain custody of maritime targets of interest from primarily spaceborne sensing assets. The program shall do this both by using direct automated target recognition (ATR) methods and by using contextual data to enrich the data and allow for greater discriminative and predictive power. The effort shall concentrate on developing algorithms that find maritime targets, represent this information in machine-readable data format using high-level structures, and reason over this data to identify prior target locations and likely future target locations
