The United States Marine Corps Installations Pacific (MCIPAC) at Marine Corps Base Camp Butler is conducting market research for an electronic access control system upgrade requiring approximately 3,161 ASSA ABLOY Classic RFID electronic card lock systems with compatible Visionline Access Management Software for unaccompanied housing facilities in Okinawa, Japan. The procurement seeks to replace legacy Maglock units that are no longer manufacturer-supported and standardize on a single lock system across multiple barracks at five camps/stations. Vendors must demonstrate their products can meet stringent technical requirements including FIPS 140-2/3 encryption, DoD security standards, contactless RFID and Bluetooth Low Energy access, 12-month battery life, support for 500 unique user profiles per lock, and operation in extreme temperatures from -20F to 130F. This sources sought notice is for market research only to determine if alternative vendors can provide equivalent performance to the specified ASSA ABLOY brand-name system. This procurement does not utilize any set-aside designations and the Marine Corps has identified ASSA ABLOY as the preferred vendor due to existing infrastructure compatibility, with over 80% of current lock systems already using their products. Previous attempts to integrate alternative systems from Voss & Simmons resulted in compatibility issues, parts costs that were 240% more expensive, extended lead times, and inadequate technical support. The total procurement involves approximately 3,600 RFID locksets along with compatible controller modules, electronic strike plates, and installation services across the multiple barracks facilities. The anticipated contract will be a firm fixed price agreement with delivery required within 180 calendar days of order receipt. The Marine Corps plans to award this as a sole-source procurement under simplified acquisition procedures pursuant to FAR 13.501(a), with the vendor responsible for shipping, customs clearance, and on-site training at the Okinawa location.

Sources Sought Announcement for the Marine Corps Installations Pacific- Marine Corps Base Camp Butler (MCIPAC-MCBB), United States Marine Corps (USMC) Unaccompanied Housing 

DESCRIPTION:
The Government intends to use a brand name product. This is a SOURCES SOUGHT NOTICE for Market Research ONLY to determine the availability of Brand Name Items.                                                   

The U.S. Marine Corps Installations Pacific (MCIPAC) Regional Contracting Office (RCO) is planning on issuing a solicitation pursuant to the authority in FAR 13.106-1(b). This includes brand name components, as described in the Attachment 1 - Specification Document, unless the results of this sources sought notification indicates otherwise. The brand name justification document (Attachment 2) amplifies the governments reason for pursuing a brand-name item, this document has been provided as draft. This notification intends to identify potential sources that can provide the brand name item or equivalent. In order for alternate items to be considered equivalent by the government, the items must meet the minimum salient characteristics outlined in the Specifications Document.
Hardware, software, and related accessories are to be delivered and used in Okinawa, Japan.

The anticipated contract vehicle is a firm fixed price contract.

Instructions to Interested Vendors:
Interested vendors shall respond to this notice by providing the following information to demonstrate that products other than VingCard Classic RFID locksets system and Visionline software by ASSA ABLOY can meet the Government’s need such as:

  1. Product Description
  2. Model Number, Catalog Number, Code Number, or equivalent model designation
  3. Manufacturer’s Technical Datasheets.
  4. Published price list for the system, components, parts, servicing, and training.

Please note that this is NOT a Request for Quotation, a promise to contract, or a commitment of any kind on the part of the Government.  There will be no debrief, evaluation letters, and/or results to be issued to interested parties that choose to respond.  Information obtained from this Sources Sought notice is for market research purposes ONLY, to determine if other potential sources of supply can provide brand name items listed or RFID Locksets System that have equal performance and listing/approval requirements as the Vingcard Classic RFID Locksets and Visionline Software by Assa Abloy.  All information received in response to this Sources Sought Notice marked or designated as proprietary information will not be released outside the Government.  The Government shall not reimburse or assume any cost incurred by interested parties that respond to this notice.
