About this file
This document is a Justification and Approval (J&A) for a sole-source procurement of ASSA ABLOY Classic RFID electronic locks for the Marine Corps Installations Pacific at Camp Butler. The procurement involves approximately 3,600 RFID locksets, compatible controller modules, electronic strike plates, and installation services for multiple barracks across five camps/stations, replacing legacy Maglock units no longer supported by the manufacturer since 2017.
The Marine Corps determined ASSA ABLOY is the only viable vendor due to existing infrastructure compatibility, with over 80% of current lock systems already using their products. Previous attempts to integrate alternative lock systems from Voss & Simmons failed due to incompatibility, high parts costs (240% more expensive), long lead times, and poor technical support. The procurement aims to streamline operations, reduce logistical complexity, and enhance security by standardizing on a single lock system, with all materials to be delivered within 180 calendar days of order receipt. The contract will be awarded using simplified acquisition procedures under FAR 13.501(a) as a sole-source procurement.

MARINE CORPS INSTALLATIONS PACIFIC-MCB CAMP BUTLER

J&A No. xxxxxxxx
JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity.
Marine Corps Installations Command Pacific, Marine Corps Base Camp Butler (MCIPAC – MCBB) Regional Contracting Office (RCO).
2. Description of the Action Being Approved.
We are requesting approval to award this contract on a brand name basis for ASSA ABLOY Classic RFID locks. This model represents the most current and up-to-date locking technology from ASSA ABLOY and is fully compliant with current security standards. Over 80% of our existing lock infrastructure is composed of ASSA ABLOY products, ensuring consistency, compatibility, and ease of integration.
This upgrade is necessary to replace outdated Maglocks, which ASSA ABLOY officially discontinued support for in 2017. Replacement parts for these units are no longer available, making continued maintenance unsustainable.
While Maintenance previously procured Voss & Simmons locks (a German manufacturer), we have experienced significant issues with customer support, parts availability, and high replacement costs. These challenges have led to extended downtime, delayed repairs, and increased operational costs.
Standardizing on ASSA ABLOY Classic RFID locks ensures continued operational efficiency, streamlined maintenance, and long-term cost-effectiveness, while maintaining a high level of security and system compatibility.
3. Description of Supplies/Services.
a. Supplies and Services to Be Acquired This acquisition is for brand name ASSA ABLOY Classic RFID locksets and associated components. These include:
RFID locksets and upgrade kits (quantities: approx. 3600 units) Compatible controller modules Electronic strike plates and mounting hardware Integration with existing centralized access control software Ancillary installation hardware and support services
The locksets are intended for use in multiple barracks across five camps/station to replace legacy Maglock units no longer supported by the manufacturer since 2017. ASSA ABLOY Classic RFID is the only system currently compatible with the existing infrastructure, which includes RFID readers, access credentials, and control programming systems.
b. Delivery Schedule All materials must be delivered within 180 calendar days from receipt of order .
4. Statutory Authority Permitting Other Than Full and Open Competition 41 U.S.C. 1901(e)(2) – a sole source acquisition under the authority of the simplified procedures for certain commercial items, as implemented by FAR 13.501(a).
5. Rationale Justifying Use of Cited Statutory Authority.
This procurement qualifies under the authority of 41 U.S.C. 1901(e)(2), implemented by FAR 13.501(a), which allows for other than full and open competition when acquiring commercial items using simplified acquisition procedures, and when only one source is reasonably available.
The required RFID locksets must be brand name ASSA ABLOY Classic RFID to ensure compatibility with the existing centralized access control infrastructure. ASSA ABLOY products already comprise over 80% of the current locking systems across multiple facilities.
The supporting software, keying systems, and electronic credentials are proprietary and designed specifically for ASSA ABLOY RFID platforms.
Introducing a different brand would:
Require full replacement of centralized access software and credentials.
Incur substantial duplicative costs to redesign and reconfigure the system architecture.
Create 8-12 months of delay in implementation, based on past facility upgrade timelines.
Compromise building security and operational readiness during system transition.
Furthermore, a previous attempt to integrate Voss & Simmons locks (a German brand) failed to meet operational needs due to poor parts availability, high cost(240% above assa abloy), and inadequate customer support.
A performance specification suitable for full and open competition is not available because the Government's minimum needs are based on technical compatibility with existing proprietary systems. Developing a fully open specification would require a complete system overhaul, which is not justified for cost, mission, or timeline considerations.
Therefore, ASSA ABLOY Classic RFID is the only known source that can meet the Government’s minimum technical and operational requirements without incurring unacceptable delays or duplicative costs.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
In accordance with FAR 13.501(a)(1)(ii), efforts were made to identify potential sources and evaluate whether competition could be obtained. The requiring activity conducted market research to identify alternative manufacturers and suppliers capable of providing RFID locking systems that could meet the Government’s technical and compatibility requirements.
The following actions were taken:
Market research was conducted through GSA Advantage, Grainger, and vendor outreach to determine the availability of alternative RFID locking systems with compatible features.
The Government evaluated a non-ASSA ABLOY product line (Voss & Simmons), previously procured by Maintenance, but found it to be unsuitable due to:
o Incompatibility with the existing centralized access control system.
o High cost of parts (240% more expensive than ASSA ABLOY).
o Long lead times for support and components (6-8 weeks).
o Poor or unresponsive technical support from the manufacturer.
Discussions with authorized distributors confirmed that ASSA ABLOY Classic RFID remains the only brand currently capable of full integration with the existing infrastructure and control systems.
Given these findings, no other vendor was identified who could provide a technically acceptable and supportable alternative solution without substantial cost and risk to ongoing operations.
The brand-name justification will be posted in accordance with FAR 5.102(a)(6) to ensure transparency and allow potential sources the opportunity to respond.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
For the reasons set forth in Paragraph Marine Corps base Butler Unaccompanied Housing plans to streamline operations and reduce logistical complexity, the Government is intentionally standardizing on a single brand—ASSA ABLOY—for RFID locking systems.
This approach is being taken to:
Reduce the need to source, stock, and manage multiple brands of parts and components, which currently increases procurement time, inventory complexity, and the potential for installation errors.
Limit excessive maintenance downtime caused by compatibility issues, long lead times, or lack of readily available replacement parts across multiple brands.
Mitigate inflated pricing that results from fragmented vendor support and low-volume, brand-specific part orders.
Enhance safety and security for service members by ensuring consistent, tested, and properly supported locking systems across all facilities.
This consolidation strategy supports long-term maintainability, cost efficiency, and operational readiness. It will also simplify future procurement planning, potentially enabling competitive sourcing at the system level rather than piecemeal component purchases.
