About this opportunity
The Government Publishing Office seeks proposals for multi-year asbestos removal and disposal services at its Central Complex in Washington, DC and Laurel Warehouse Facilities in Maryland, with proposals due September 10, 2026 at 1:00 PM EST. This is a firm fixed-price contract with no set-aside.
The contract structure comprises one base year (October 1, 2026 through September 30, 2027) and four option years, extending through September 30, 2031. The total contract ceiling is $1 million over five years, or $200,000 annually. Pricing is structured by seven Contract Line Items covering DOEE permits and variance requests, surfacing materials, thermal system insulation, floor tiles, and miscellaneous asbestos-containing materials, with unit prices submitted per square foot or linear foot.
The contractor must be licensed by both the District of Columbia (Title 20, Chapter 8) and the Maryland Department of Environment (COMAR 26.11.21), and must provide at least three federal agency references demonstrating ten years of experience removing and disposing of asbestos from federal buildings in Washington, DC and Maryland. All work must comply with OSHA standards (29 CFR 1926.1101, 1910.1001, 1910.134, 1910.145, 1910.1200), EPA regulations, DOT hazmat transportation standards, and state and local codes. The contractor must obtain and maintain annual Washington DC Department of Energy & Environment asbestos abatement permits and variance requests. For general projects, site visits must occur within three business days of request; emergency removals require site visits and mobilization within one calendar day. At least one contractor employee must hold a GPO Affiliate Badge with Tier-1 background investigation clearance to escort other workers on-site. Normal work hours are 6:00 am to 4:00 pm Monday through Friday, though after-hours work including nights, weekends, and Federal Holidays may be required.
Evaluation uses best value source selection, weighing technical factors (technical understanding and approach, key personnel and management approach, past performance) significantly more heavily than price. The NAICS code is 562910, Remediation Services; PSC code is F108, Environmental Systems Protection–Environmental Remediation.
