SIN Description: Environmental Remediation Services (Asbestos)

Prepared By: Daryl Kosturock, GPO Environmental Manager Date: June 17, 2026

SOW 2026051501B

1. BACKGROUND

1.1. The U.S. Government Publishing Office (GPO) is the Federal Government’s official, digital, secure resource for producing, procuring, cataloging, indexing, authenticating, disseminating, and preserving the official information products of the U.S. Government.

Much of this work occurs at the Central Complex, located at 732 North Capitol Street, NW, Washington, DC 20401. GPO’s operations include printing presses, coaters, binding operations, and digital publishing.

1.2. The Central Complex consists of four (4) Buildings that were originally constructed in the 1930’s and are connected or within close proximity. The buildings range in height from three (3) to eight (8) stories, totaling 1.4 million square feet. All maintenance, demolition, and construction activities at the Central Complex are performed or managed by GPO staff.

1.3. Asbestos-containing material (ACM) can be found throughout the Central Complex in building materials such as pipe insulation, troweled-on plaster, fire doors, wallboards, roof chalk and sealants, and vinyl floor tiles. Though much of the building’s ACM has been removed, some of it remains. Provided that the materials remain intact and undisturbed, the materials do not present an exposure risk. There are remote instances where this material is disturbed and requires immediate emergency mitigation. The vast majority of ACM removal throughout the year is done to safely accommodate routine maintenance/repair, demolition, or construction activities of the Central Complex.

1.4. GPO also occupies warehouse facilities at 8660 Cherry Lane, Laurel, MD 20707 with known ACM. On rare occasions, potions of this ACM may need to be removed if it is disturbed or to accommodate remodeling efforts.

2. OBJECTIVES

6 months, over the course of a calendar year, not to exceed 364 calendar days, or a project where over 100,000 SF of asbestos-containing material will be abated.

Please note that the language in this letter needs to inform building occupants that work will take place intermittently over an extended period of time, if applicable.

10.6.2.1. Contractor must be able to secure this permit each year and will be required to show proof of issuance for fee reimbursement.

10.6.3. (ITEM 2) DOEE Variance Requests: Contractors may request a variance to deviate from conventional asbestos abatement removal methods or final sample clearance testing methods for a particular project. During the application process, contractors are required to update the 'Engineering Controls' section of the notification via the DOEE asbestos ePermitting System by checking the 'Clearance Sampling Variance Requested' box and uploading a letter justifying the reason for requesting a deviation from standard abatement and clearance sampling methods.

The variance request letter must be dated, addressed to DOEE, include the appropriate subject, and provide detailed explanation(s) for the nature of the request.

Please note that submitting a variance request successfully does not guarantee approval. The approved letter must be submitted to the COR and Contracting Officer before implementation.

10.6.3.1. Contractor must be able to secure this DOEE variance each year and will be required to show proof of issuance for fee reimbursement.

11. SECURITY

11.1. Asbestos removal work will normally be UNCLASSIFIED. If the contractor is performing in a position that includes mostly low-risk, non-sensitive, and non-national security program responsibilities, they will be required to undergo a Tier-1 (Non- Sensitive) background investigation for Fitness Determination.

11.2. The contractor shall have present on site at the Central Complex at least one (1) employee who meets the security requirements stated below, in possession of a GPO Affiliate Badge, and responsible for escorting the remainder of the workers throughout the Central Complex for the duration of each task performed under this contract.

11.2.1. To be issued a GPO Affiliate Badge, the following will be coordinated through the GPO Personnel Security Branch after contract award:

11.2.1.1. The contractor is responsible for completing the following security forms:

the OPM Standard Form 85 (e-QIP), the OF 306 (Declaration for Federal Employment), and a current resume for each badged employee.

11.2.1.2. In addition to those security forms, each contractor employee must be fingerprinted for a criminal history check, which can be done electronically. If the contractor employee is not local, fingerprint cards will be mailed to the contractor (local procedures may require fingerprinting at a police station; in this case, any charges are borne by the contractor).

11.2.1.3. Contractor employees are required to give full, frank, and truthful answers to relevant and material questions needed to reach a fitness determination.

Refusal or failure to furnish or authorize provision of information may constitute grounds for denial or revocation of credentials. Government personnel may contact the contractor personnel being screened or investigated in person, by telephone, or in writing, and the Contractor agrees to make them available for such contact.

11.2.1.4. Alternatively, if another agency has already credentialed an individual through OPM, and that credential has not yet expired, further investigation may not be necessary. Provide GPO Personnel Security with documentation that supports the individual's status.

11.2.1.5. During performance of the contract, the contractor shall keep the

Contracting Officer’s Representative (COR) apprised of personnel changes to ensure that performance is not delayed by compliance with credentialing processes. Cards that have been lost, damaged, or stolen shall be reported to the COR and Issuing Office within 24 hours. Replacement shall be at the Contractor's expense. If re-issuance of expired credentials is needed, it shall be coordinated through the COR and the Contracting Officer (CO).

11.2.1.6. At the end of the contract performance, or when a contractor employee is no longer working under this contract, the contractor shall ensure that all identification cards are returned to the COR and must notify the Personnel Security Office immediately.

11.2.1.7. Simultaneously, a Tier-1 background investigation will be initiated to determine the contractor's fitness for the position. If the Tier-1 adjudication is favorable, nothing more needs to be done. If the adjudication is unfavorable, the credentials will be revoked.
