STATEMENT OF WORK (SOW)
2026051501
PR-27-GPO-0127
SIN: 562910REM
SIN Description: Environmental Remediation Services (Asbestos)
Prepared By: Daryl Kosturock, GPO Environmental Manager Date: May 15, 2026
SOW 2026051501
1. BACKGROUND
1.1. The U.S. Government Publishing Office (GPO) is the Federal Government’s official, digital, secure resource for producing, procuring, cataloging, indexing, authenticating, disseminating, and preserving the official information products of the U.S. Government.
Much of this work occurs at the Central Complex, located at 732 North Capitol Street, NW, Washington, DC 20401. GPO’s operations include printing presses, coaters, binding operations, and digital publishing.
1.2. The Central Complex consists of four (4) Buildings that were originally constructed in the 1930’s and are connected or within close proximity. The buildings range in height from three (3) to eight (8) stories, totaling 1.4 million square feet. All maintenance, demolition, and construction activities at the Central Complex are performed or managed by GPO staff.
1.3. Asbestos-containing material (ACM) can be found throughout the Central Complex in building materials such as pipe insulation, troweled-on plaster, fire doors, wallboards, roof chalk and sealants, and vinyl floor tiles. Though much of the building’s ACM has been removed, some of it remains. Provided that the materials remain intact and undisturbed, the materials do not present an exposure risk. There are remote instances where this material is disturbed and requires immediate emergency mitigation. The vast majority of ACM removal throughout the year is done to safely accommodate routine maintenance/repair, demolition, or construction activities of the Central Complex.
1.4. GPO also occupies warehouse facilities at 8660 Cherry Lane, Laurel, MD 20707 with known ACM. On rare occasions, potions of this ACM may need to be removed if it is disturbed or to accommodate remodeling efforts.
1.5. GPO is seeking proposals from qualified contractors for a Multi-Year Asbestos Removal and Disposal contract at the Central Complex and Laurel Warehouse Facilities. This contract shall consist of one (1) Base Year and four (4) Option Years.
2. GENERAL SCOPE
2.1. The contractor shall furnish all supervision, labor, consumable materials, tools, equipment, employee certification(s), medical surveillance, and personnel air monitoring to remove, and/or encapsule, and dispose of asbestos-containing materials (ACM) from the GPO Central Complex and Laurel Warehouse Facilities as stated below.
2.2. ITEM #1 – Washington, DC Department of Energy & Environment Asbestos Abatement Permit, A blanket permit, valid for one (1) year at the GPO Central Complex.
Maintain an annual blanket permit throughout the contract.
2.3. ITEM #2 – Washington, DC Department of Energy & Environment Asbestos
Abatement Variance Requests; Approval to perform PCM (phase contrast microscopy) air sampling for final clearance vs. Aggressive, TEM (transmission electron microscopy). Annually update the 'Engineering Controls' section of the notification via the DOEE asbestos ePermitting System by checking the 'Clearance Sampling Variance Requested' box and uploading a letter justifying the reason for requesting a deviation from clearance sampling methods.
2.4. ITEM #3 – Safe asbestos removal and disposal in accordance with applicable Federal, State, and Local Codes and Regulations at the GPO Central Complex, located at 732 North Capitol Street NW, Washington, DC 20401, and Laurel Warehouse Facilities located at 8660 Cherry Lane, Laurel, MD 20707.

5.3. The references must clearly state that the contractor has at least ten (10) years of experience safely removing and disposing of asbestos materials from federal buildings located in Washington, DC, and the State of Maryland.
6. SECURITY
6.1. Asbestos removal work will normally be UNCLASSIFIED. If the contractor is performing in a position that includes mostly low-risk, non-sensitive, and non-national security program responsibilities, they will be required to undergo a Tier-1 (Non- Sensitive) background investigation for Fitness Determination.
6.2. The contractor shall have present on site at the Central Complex at least one (1) employee who meets the security requirements stated below, in possession of a GPO Affiliate Badge, and responsible for escorting the remainder of the workers throughout the Central Complex for the duration of each task performed under this contract.
6.2.1. The contractor is responsible for completing the following security forms: the OPM Standard Form 85 (e-QIP), the OF 306 (Declaration for Federal Employment), and a current resume. In addition to those security forms, the contractor must be fingerprinted for a criminal history check, which can be done electronically. If the contractor is not local, fingerprint cards will be mailed to the contractor (local procedures may require fingerprinting at a police station; in this case, any charges are borne by the contractor).
6.2.2. Contractor employees are required to give full, frank, and truthful answers to relevant and material questions needed to reach a fitness determination. Refusal or failure to furnish or authorize provision of information may constitute grounds for denial or revocation of credentials. Government personnel may contact the Contractor personnel being screened or investigated in person, by telephone, or in writing, and the Contractor agrees to make them available for such contact.
6.2.3. Alternatively, if another agency has already credentialed an individual through
OPM, and that credential has not yet expired, further investigation may not be necessary. Provide Security Services with documentation that supports the individual's status.
6.2.4. During performance of the contract, the Contractor shall keep the Contracting
Officer’s Representative (COR) apprised of personnel changes to ensure that performance is not delayed by compliance with credentialing processes. Cards that have been lost, damaged, or stolen shall be reported to the COR and Issuing Office within 24 hours. Replacement shall be at the Contractor's expense. If re-issuance of expired credentials is needed, it shall be coordinated through the COR and the CO.
6.3. At the end of the contract performance, or when a Contractor employee is no longer working under this contract, the Contractor shall ensure that all identification cards are returned to the COR and must notify the Personnel Security Office immediately.
6.4. Simultaneously, a Tier-1 background investigation will be initiated to determine the contractor's fitness for the position. If the Tier-1 adjudication is favorable, nothing more needs to be done. If the adjudication is unfavorable, the credentials will be revoked, and any network access granted will be revoked as well.
7. SAFETY REQUIREMENTS
7.1. The Contractor shall be responsible for protecting the health and safety of employees and other persons, preventing damage to property, materials, supplies, and equipment, avoiding work interruptions, and complying with Occupational Safety and Health Administration (OSHA) safety and health regulations and GPO Safety Branch requirements. All on-site workers (contractor and subcontractor) performing hazardous operations, including working with hazardous substances, must have completed the appropriate asbestos removal training and/or other applicable training, plus annual refresher courses. The Contractor shall maintain documentation supporting training records and have a written Health and Safety Plan on-site available for workers and/or regulatory review. The Contractor shall provide the Contracting Officer (CO) with a copy of their Health and Safety Plan for review upon contract award and copies of any OSHA report(s) submitted during the duration of this contract.
