About this opportunity
The Department of the Army seeks asbestos abatement services for one building at Tobyhanna Army Depot in Pennsylvania, with proposals due May 28, 2026. This is a 100% Service-Disabled Veteran-Owned Small Business set-aside under FAR Part 12, foreclosing competition outside that pool.
Place of performance is Tobyhanna, Pennsylvania, within a 100-mile radius of Tobyhanna Army Depot. The scope includes removal of approximately 400 linear feet of steam system piping insulated with Air-o-Cel asbestos-containing material, two steam heater units, 100 linear feet of fiberglass insulation from a hot water line, asbestos-wrapped water lines, and asbestos ceiling tiles estimated at 25 square feet. The contractor must hire an independent third-party industrial hygienist for final clearance testing and transport all asbestos waste via a licensed hauler to an EPA-approved landfill.
Period of performance is 180 days from contract award, estimated June 8 through December 5, 2026, with work conducted Monday through Friday, daytime hours only. The contract is firm fixed price. All contractor and subcontractor personnel must be U.S. citizens or naturalized citizens with acceptable identification (DoD Common Access Card, state Real ID, or U.S. passport) and must pass background vetting prior to mobilization. Personnel performing asbestos abatement must hold current state certification. The Service Contract Act applies with Wage Determination No. 2015-5797, Revision 30 (Monroe County, Pennsylvania, dated December 3, 2025).
The NAICS code is 562910, Remediation Services. Award will be based on best value considering price only to responsible offerors. A site visit was held May 13, 2026. Amendment 0002, effective May 18, 2026, incorporated questions and answers from the May 11 virtual meeting, May 13 site visit, and emailed inquiries through May 18.
