About this file

This is a Standard Form 30 (SF 30) Amendment of Solicitation/Modification of Contract for Request for Quote (RFQ) W51AA1-26-Q-A054 issued by the U.S. Army Corps of Engineers at Tobyhanna Army Depot (TYAD) in Tobyhanna, Pennsylvania. Amendment 0002, effective May 18, 2026, extends the solicitation deadline and incorporates questions and answers from the May 11, 2026 virtual meeting and May 13, 2026 site visit, along with emailed inquiries received through May 18, 2026.

The solicitation seeks asbestos abatement services for one building at TYAD, including removal of approximately 400 linear feet of steam pipe with asbestos covering, 100 linear feet of fiberglass insulation from a hot water line that will remain in place, asbestos-wrapped water lines, two steam heater units connected to asbestos piping, and asbestos ceiling tiles estimated at 25 square feet in an office entryway. The contract is set aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under FAR Part 12 (Commercial Items), NAICS Code 562910, with wage determination No. 2015-5797 (Revision 30, dated December 3, 2025) for Pennsylvania, Monroe County. The response due date has been extended to May 28, 2026, at 12:00 PM EST (changed from May 27 at 4:30 PM). Award is anticipated by June 18, 2026, with a firm-fixed-price contract based on best value considering price only and responsibility criteria. The period of performance shall not exceed 180 days from contract award. Offerors must submit a signed SF 1449 form with itemized pricing, a company availability timeline, all signed amendments, and proof of asbestos certifications for personnel. The contractor is responsible for independent third-party air monitoring and clearance testing, waste manifest signature as generator, PCM clearance, abatement notification, and approved dumpster hauler selection. All contractor personnel must be U.S. citizens or naturalized citizens and pass background vetting for installation access. Questions and answers clarified that the work is daytime, can be performed continuously without phase work, requires contractor responsibility for equipment lifts and mechanical isolations, and that the Government will provide personnel identification of asbestos materials and sign waste manifests as the generator.
