Place of performance is Tifton, Georgia (2747 Davis Road, Tifton, GA 31794). The period of performance runs October 1, 2026 through April 1, 2027 (amended from the original December 30, 2026 end date by Amendment 1, posted September 16). The contractor must complete one scheduled removal of hazardous, universal, and selected non-hazardous waste materials totaling approximately 30 containers ranging from 5-gallon pails to 55-gallon drums, including flammable liquids, Class 9 waste, toxic materials, oxidizers, corrosives, and other hazardous substances. On-site work must be completed within three federal workdays, with transport completed within three federal workdays of work beginning. The facility maintains Very Small Quantity Generator status under RCRA and requires Title 40, CFR Parts 260-268 compliance.

Contractor personnel must be trained in Hazardous Waste Operations and Emergency Response procedures. Work is scheduled Monday–Friday, 7:30 AM to 4:00 PM, coordinated with the USDA/ARS Hazardous Waste Coordinator. The contractor furnishes all trained labor, materials, safety equipment, containers meeting Department of Transportation specifications, transportation, licenses, permits, and supervision. High-Hazard Chemist services should be priced as a contingent technical capability. All travel expenses must be included in the bid. Service Contract Labor Standards and prevailing wage requirements apply. Offerors must be registered in SAM and provide a DUNS number. Quotes shall be submitted electronically to veronica.beck@usda.gov using the provided Schedule of Items spreadsheet on a lump sum basis for the entire performance period.

The requirement includes proper lab packing, profiling, manifesting, stabilization, removal, transportation, and disposal of hazardous, non-hazardous, and universal waste in accordance with the Performance Work Statement.

Solicitation No.127EAU26Q0077 is being issued as a Request for Quote (RFQ), 100% Small Business Set-Aside under NAICS Code 562112.  The anticipated period of performance is October 1, 2026 through December 30, 2026.

Offers are due no later than September 18, 2026, at 12:00 PM Pacific Time (PT).

Offerors shall submit their quote electronically to veronica.beck@usda.gov. Pricing shall be submitted using the Schedule of Items spreadsheet provided with the solicitation.
