About this file
This is a Questions and Answers (Q&A) document for a USDA hazardous waste removal contract at the Tifton, Georgia facility (2747 Davis Road, Tifton, GA 31794). The contract involves a one-time chemical cleanout requiring the contractor to perform waste characterization, sorting, chemical stabilization, lab packing, and transport of hazardous materials from the site.
Key operational requirements include completing on-site work within three Federal workdays, with the Government confirming flexibility to extend if necessary. The contractor must provide their own material handling equipment (forklift, etc.), though facility power and water are available. Pricing should be based on the inventory summary provided, as detailed lab pack sheets and container-level chemical information are not available. The contractor is responsible for lab packing loose laboratory chemicals by hazard class. The Period of Performance ends December 30, 2026, with the Government confirming the administrative contract period will remain open for up to six months following waste pickup to allow Certificate of Disposal submission. The Tifton site is classified as a Very Small Quantity Generator and is not required to register in the EPA eManifest system; the Government is flexible regarding paper or electronic manifest execution. High-Hazard Chemist services should be priced as a contingent technical capability. The Service Contract Labor Standards clause applies, with wage determination available in Sam.Gov.

Question Answer
On-Site Operational Duration: PWS Section 3.0 states that "once onsite work begins, transport shall be completed within three Federal workdays". Could the Government clarify whether this 3-day limitation encompasses the full on-site scope (including waste characterization, sorting, chemical stabilization, and lab packing) or applies strictly to the loading and removal phase after packaging is finalized?
We estimate three days to provide the full scope however we are flexible to extend if necessary.
High-Hazard Chemist & Chemical Stabilization Scope: PWS Section 3.0 specifies that quotes must include the cost of appropriate personnel, including a High-Hazard Chemist if required, to perform chemical stabilization for transport. Are any specific line items on the Schedule of Items inventory known to require on-site stabilization by a High-Hazard Chemist prior to packing, or should offerors price this requirement as a contingent technical capability?
Price this requirement as a contingent technical capability
EPA ID & eManifest Execution: PWS Section 3.0 mandates that Uniform Hazardous Waste Manifests (EPA Form 8700-22) be signed on-site with the USDA Tifton Hazardous Waste Coordinator (HWC) and submitted to the EPA eManifest system. Could the Government provide the facility's active EPA Generator ID number and clarify whether the HWC will execute electronic signatures directly in the EPA eManifest portal on-site, or execute paper manifests for subsequent electronic upload by the contractor?
We are flexible to do either paper forms or electronic signatures. The Tifton site is classified as a Very Small Quantity Generator which is not required to register in the eManifest system. This effort is considered a one-time chemical cleanout.
Certificate of Disposal Delivery Window: SF 1449 establishes a Period of Performance ending December 30, 2026, while PWS Section 3.0 allows up
Pop updated to 6 months to three (3) months from facility receipt for submission of official Certificates of Disposal. Will the administrative contract period remain open following waste pickup to allow for the 3-month Certificate of Disposal delivery timeframe without affecting final closeout or invoicing
Site Utilities & Material Handling Equipment: PWS Section 8.0 states that the contractor will be granted full access to the Hazardous Waste Marshaling Area. Will facility utilities (e.g., electrical power, water) or material handling equipment (e.g., a forklift) be accessible to the contractor at the marshaling site, or must the contractor furnish 100% self-contained equipment for loading and handling?
Power and water are available, contractor should provide their own material handling equipment (forklift, etc).
Could you please confirm whether individual Lab Pack Sheets or additional waste characterization documentation are available for this requirement? If available, we would appreciate receiving those documents for review and pricing purposes.
We do not have lab pack sheets
Additionally, if the detailed chemical information is not available, could you please advise whether offerors are expected to develop pricing based solely on the inventory summary currently provided, and whether any assumptions should be included in their quotations?
Pricing should be based on the inventory provided.
Are the containers on the PWS inventory already packed by hazard class, or are they loose laboratory chemicals the contractor must lab pack?
Contractor must lab pack - we do not have lab pack sheets available
Is a container-level inventory available? For the 8 flammable liquid drums and the flammable bulk drum in particular, can you provide the contents and approximate volumes? -individual containers are labeled
The SF 1449 lists 2316 Rainwater Road, Tifton GA 31793, and the PWS lists 2747 Davis Road, Tifton GA 31794. Which address is the Hazardous Waste Marshalling Area?
2747 Davis Road, Tifton, GA 31794
The Service Contract Labor Standards clause is included, but no wage determination was attached. Please provide the applicable wage determination.
