About this opportunity
This procurement has been cancelled as of May 15, 2026. The Army Contracting Command - Aberdeen Proving Ground (on behalf of Product Director Base Emergency Communications Systems) had sought modernization of Public Safety Answering Point (PSAP) capabilities across Army installations with Computer Aided Dispatch (CAD), Next Generation 9-1-1 Call Handling Equipment (NG-911 CHE), and Location Information Services (LIS), with solution briefs originally due October 17, 2025.
Place of performance was Fort Belvoir, Virginia. The scope encompassed 23 Army installations with Local Session Controllers and 31 installations served by Regional Session Controllers, involving approximately 200 dispatch console workstations across the Continental United States. The effort included Land Mobile Radio (LMR), Enterprise Mass Warning and Notification (EMWN), and First Responder Broadband Network (FRBN) 4G and 5G LTE capabilities.
The contract structure specified a 12-month base period plus four 12-month option periods (five years total). The government intended award as a FAR Part 12 firm fixed-price contract or an Other Transaction for Prototype Project. Solutions required full redundancy, IP-based communications, dynamic geolocation, dispatch automation, multiple voice system connectivity, text-to-911 support, and comprehensive reporting. The solicitation required submission of an Affirmation of Business Status Certification per 10 USC 4022(b)(d), incorporating nontraditional defense contractors, nonprofit research institutions, or small businesses in significant roles.
NAICS 517121 (Telecommunications Resellers) and PSC DG10 (IT and Telecom - Network as a Service) apply. The government acknowledged delays in responding to submitted questions and extended the solution brief deadline from October 17 to an unspecified later date before ultimately cancelling the effort.
