About this file
This document is a Questions and Responses file for the Army Enterprise Public Safety Answering Point (PSAP) Modernization solicitation (PSAP_25-01). The U.S. Army is seeking a comprehensive solution to modernize emergency communications systems across 38 Continental United States military installations, focusing on implementing Computer Aided Dispatch (CAD), Next Generation 9-1-1 (NG-911) Call Handling Equipment (CHE), and Location Information Services (LIS). The project involves a five-year fielding plan with implementations of 8 installations per year, with a base period and four option years.
Key requirements include developing fully redundant, IP-based emergency communication systems that integrate with existing infrastructure, support multiple mission partner networks, and meet specific technical standards including JITC approval. The solicitation uses an Army Open Solicitation framework with a potential Other Transaction Agreement (OTA) mechanism. Vendors must submit detailed solution briefs by October 17, 2025, with ROM pricing for NG-911, CAD, and LIS subsystems. The government anticipates initiating the period of performance in FY26 Q2 or Q3, with a 6-month operational demonstration requirement and subsequent 12-month implementation periods for each installation. Specific technical details and precise installation requirements will be finalized during post-award site coordination visits.

| 6 | 9/10/25 | Statement of Objectives | Specific Tasks Capabilities and Performance Objectives 2.3, and 2.4 | The NG-911 CHE is to provide full redundancy with automatic failover, eliminating single points of failure. The solution is to be on the Defense Information Systems Agency’s (DISA’s) Joint Interoperability Test Center’s (JITC) Approved Products List (APL). AND "The desired solution shall be JTIC approved, listed on the APL, and should provide automatic discovery of end-user VoIP telephone devices and the dispatchable location if technically feasible." | The Government’s use of the Commercial Solutions Opening (CSO) framework strongly suggests an intent to explore and leverage a broad spectrum of technically viable commercial technologies. However, the current Statement of Objectives (SOO) includes a stipulation that the NG-911 Call Handling System and NG-911 Location Information Services (LIS) must be listed on the Defense Information Systems Agency’s (DISA) Joint Interoperability Test Center (JITC) Approved Products List (APL). |
This requirement, as currently written, significantly narrows the field of eligible solutions to only those already JITC APL-listed. Such a constraint undermines the CSO’s purpose by limiting competition, excluding innovative and technically sound offerings, and preventing the Government from fully engaging with the commercial marketplace.
We respectfully request the following clarifications to either:
| • | Remove the JITC APL listing requirement for the NG-911 Call Handling System and LIS; or | ||||||
| • | Provide justification for its inclusion, along with | ||||||
| • | Alternative or equivalent criteria that would allow vendors to demonstrate compliance with the underlying goals of the JITC APL—namely, assured security and interoperability—without requiring formal JITC certification. | The SOO requires that the 9-1-1 call handling and LIS solutions interconnect and interoperate with Army voice switches which are on the Army network and are JITC approved per Army requirements. Therefore JITC approval is required. For solutions not currently on the JITC Approved Products List (APL), companies are asked to demonstrate how that could be achieved to meet the 6 month operational window. | |||||
