About this file
The document is an Affirmation of Business Status Certification (ABSC) form for a federal prototype project. The form requires entities to certify their business status, with options including Nontraditional Defense Contractor (NDC), Nonprofit Research Institution (NRI), or Traditional Defense Contractor. The Prime Offeror must explain how they satisfy requirements under 10 USC 4022(b)(d), which can be achieved through three primary methods: (1) having at least one NDC or NRI participating significantly, (2) having all significant participants be small businesses or nontraditional defense contractors, or (3) having at least one-third of the total project cost funded by sources other than the Federal Government. The form includes sections for detailing the specific contributions of NDCs or NRIs, such as supplying new technologies, providing novel approaches, increasing performance, or reducing project costs, with a requirement to provide estimated cost and percentage of contribution.
