About this opportunity

The Department of the Interior's Interior Business Center, procuring on behalf of the Army Combat Capabilities Development Command (DEVCOM) Armaments Center, seeks Design-Build and Design-Bid-Build facility modernization services through a multiple-award IDIQ contract, with proposals due June 22, 2026. This is a Total Small Business set-aside; the contracting officer is Angelina Clements.

The five-year contract (May 25, 2026 through May 24, 2031) carries an estimated aggregate value not to exceed $50 million, with individual task orders ranging from $2,000 to $11 million on a firm-fixed-price basis. The government anticipates awarding a target of five IDIQ parent contracts, each receiving a minimum $500 guarantee. Place of performance includes Picatinny Arsenal in Dover, New Jersey and Benet Labs in Watervliet, New York, covering architectural, civil, mechanical, plumbing, fire suppression, structural, electrical, HVAC, instrumentation, security, and safety systems at hundreds of buildings.

Prime contractor home offices must be located in New Jersey, Pennsylvania, New York, or Connecticut. All contractor personnel must be U.S. citizens and pass NCIC Level 3 background checks; security clearances are required where necessary. Proposals require four volumes: General/Price (no page limit), Technical Capability (10 pages), Management Plan (10 pages), and Past Performance (12 pages, up to 10 relevant projects from the last five years). A mandatory pre-proposal site visit occurred April 7, 2026.

Two SEED projects are included: HVAC and Drainage System replacement at Building 21 and B717 Bathroom Renovation, both at Picatinny Arsenal, to be awarded at or near IDIQ award. Evaluation uses best-value tradeoff analysis with Management Plan and Past Performance weighted equally and more heavily than Technical Capability; all non-price factors combined equal price weight. Davis-Bacon wage determinations apply to task orders exceeding $2,000; performance and payment bonds are required for orders exceeding $150,000. Bid guarantee of 20 percent of bid price or $3 million (whichever is less) is required, along with proof of bonding capacity ($2,000 single, $50 million aggregate minimum). NAICS 236220; PSC Z2QA.
