This effectively eliminates otherwise highly relevant and verifiable past performance examples through no fault of the offeror.

51 Typically, a quality control plan is a post-award submittal that is over 100 pages long.
The RFP only allots 10 pages for the management plan and the quality control plan. Please confirm that all items under
“CONSTRUCTION

CHECKLIST” on page 81 are required in the VOLUME III Management Plan or if a summary of the plan is acceptable. If all items are required, will the quality control plan be included in the page limit? 54 On page 82, Section L.2.3 states the past performance survey submissions should include “at least one example of managing multiple construction projects concurrently.” Please clarify how this requirement should be met. Would another IDIQ parent contract suffice for meeting this requirement?
Would submitting multiple separate contracts that were performed concurrently (and clearly noting this in our response) suffice?
If the parent contract cited is an example of managing multiple construction projects concurrently, then it is acceptable. Offerors are encouraged to read the instructions to offerors and submit in accordance with those.
55 On the SF 1442, item 13d indicates a bid hold of 10 days.

Farther down on page 78, paragraph L.1.7 says, "All questions are to be submitted electronically by April 10, 2026 by 2:00 PM EDT". Please confirm that offerors will have until April 10th to submit questions on the site visit, as well as any questions related to any of the solicitation documents.

ESG POC info will be supplied before NTP issued.
108 Electrical service to Boiler in a box. What tasks are construction contractors doing and what tasks are utility company doing?
Sussex Rural Electric Company (SREC) will cut utility feed at weather head and remove overhead wiring back to appropriate utility pole. This is not a cost to the construction contractor.
SREC will need two weeks’ notice to complete this task.

109 Natural Gas Utility for BIB and future RTU
NJNG is the gas utility for base. Mark out can be requested for all utilities using 1-800-DIG. No cost to construction contractor.
Construction contractor will request disconnect of gas and reconnection of gas at least two weeks ahead of time to NJNG. Construction contractor is responsible to ensure proper amount of NG is available for Proposed RTU. If regulators or piping needs to be changed this is responsibility of construction contractor.

UXO sweep is required at B21. US Army will sweep the areas around the building with ground penetrating radar before excavation begins and a representative must be present from US Army at all times during digging. This support cost is born by US
