About this opportunity
Army Contracting Command-Rock Island (ACC-RI), on behalf of the Product Manager for the Army Contract Writing System (ACWS), is soliciting commercial solutions for sustainment, modernization, and enhancement of contract writing and administration capabilities serving approximately 9,000 global Army contracting professionals, with Solution Brief submissions due August 25, 2026 at 1200 CST. This is a market research phase via Draft Call for Solutions under Army Open Solicitation (W9128Z-25-S-A002); no formal proposals are being requested at this time. The Government welcomes solutions from all sources—commercial, government, traditional, and non-traditional defense contractors—and is taking a platform-agnostic approach, encouraging vendors to either modernize the existing Appian foundation or propose alternative low-code/no-code architectures to prevent vendor lock-in. Four core requirements drive the solicitation: vendor accountability for platform modernization and Tier 2/3 support; deployment of ACWS within an Impact Level 6 (IL-6) classified environment with Risk Management Framework compliance and Authority to Operate; complete refactoring and integration of Virtual Contracting Enterprise (VCE) capabilities, including Procurement Automated Data and Document System (PADDS) and Paperless Contract Files (PCF); and continuous capability delivery through artificial intelligence and machine learning integration to automate contracting workflows across 17 functional areas. The Government will evaluate submissions in three phases: Phase 1 (Solution Brief, maximum 5 pages, due August 25, 2026); Phase 2 (oral presentations and technology demonstrations, scheduled September 10, 2026); Phase 3 (formal detailed proposals). Contract award is anticipated November 4, 2026. The solicitation employs a Firm-Fixed-Price contract structure with potential incentives and a five-year ordering period (one base year and four option years). The Government reserves the right to award to a single vendor, multiple vendors, or make no award, and permits single-vendor or integrated-team approaches with no restrictions on subcontracting arrangements. Small business participation is encouraged but not subject to a specific set-aside. A virtual Industry Day occurred July 23, 2026, with over 340 industry representatives from more than 100 companies attending, including major systems integrators, commercial technology vendors, and emerging AI/automation specialists. Post-event questions and answers have been posted clarifying technical requirements, hosting arrangements (DLA PIEE for IL-5; cArmy for IL-6), and transition planning protocols.
