About this file
This is a Draft Call for Solutions (CFS) issued by U.S. Army Contracting Command–Rock Island on behalf of the Product Manager for Army Contract Writing System, soliciting commercial alternatives for the Army Contract Writing System (ACWS) sustainment, support, and enhancement.
The Army seeks solutions to address technical debt in ACWS, an enterprise-wide acquisition platform serving over 9,000 global Army users across unclassified, classified, and disconnected-state missions. The call requires vendors to propose modernization approaches incorporating artificial intelligence and machine learning, with focus on delivering a low-code/no-code (LCNC) platform that absorbs Procurement Automated Data and Document System (PADDS), Paperless Contract Files (PCF), and Virtual Contracting Enterprise (VCE) capabilities. Four primary requirements guide submissions: (1) vendor accountability for platform modernization and Tier 2/3 sustainment operations including service desk integration; (2) deployment of a fully functional ACWS instance within a SIPR/Impact Level 6 (IL-6) environment with Risk Management Framework compliance and Authority to Operate; (3) complete refactoring and integration of VCE capabilities into the LCNC platform with data migration; and (4) continuous capability delivery through AI-driven development addressing the ACWS product backlog and universal capabilities using CI/CD pipelines and responsible AI guidelines.
The solicitation employs a three-phase evaluation process. Phase 1 requires submission of a Solution Brief (maximum 5 pages) by 25 August 2026 at 12:00 PM Central Standard Time, addressing technical approach, modern architecture standards, security and compliance, and deployment readiness, along with administrative files (title page, executive summary, business certifications, IP statement, organizational conflict of interest analysis), rough order of magnitude (ROM) pricing, and notional schedule. Phase 2 invites selected offerors to present solutions orally, with Phase 3 involving formal detailed proposals for final evaluation and potential award. The Government anticipates awarding a firm-fixed-price contract with potential incentives and a five-year ordering period (one base year and four option years), with anticipated award date of 4 November 2026. All submissions must be unclassified, comply with Army security and export control requirements, and be sent electronically to usarmy.ria.acc.mbx.acws-cso@army.mil. Offerors must possess a Unique Entity ID (UEI), maintain active System for Award Management (SAM) registration, disclose organizational conflicts of interest, and certify business status. The Government reserves the right to make single or multiple awards, no awards, partial solutions, or bypass phases at its discretion.

1. CALL OBJECTIVE & PROBLEM STATEMENT
The Army Contract Writing System (ACWS) is the Army's single, enterprise-wide acquisition solution serving over 9,000 global Army Contracting Enterprise users across unclassified, classified, and disconnected-state missions is undergoing a strategic modernization pivot. While the program achieved a major milestone in Q1 FY2026 by successfully replacing the legacy Standard Procurement System-Army (SPS-A), its current architecture remains constrained by compounding technical debt. To overcome these baseline limitations, the Army is exploring the best way to resolve this technical debt and deliver a Low Code, No Code (LCNC) platform, absorb the Procurement Automated Data and Document System (PADDS), Paperless Contract Files (PCF), and Virtual Contracting Enterprise (VCE) capabilities.
The U.S. Army is issuing this CFS under Commercial Solutions Opening (CSO) procedures (in accordance with 10 U.S.C. § 3458 / Defense Federal Acquisition Regulation Supplement (DFARS) 212.70). The objective of this call is to solicit concise Solution Briefs for commercial alternatives to the current platform which has created more technical debt than benefit. The offered solutions should incorporate Artificial Intelligence/Machine Learning (AI/ML) to provide lift to Army contracting professionals. All proposed solutions should focus on achieving seamless, unified platform automation and establishing robust, real-time data flows across critical legacy and compliance-heavy systems. Solutions must establish secure, automated, real-time data exchange with legacy financial repositories as well as transform raw contracting data into an active strategic asset while maintaining integrations with the Clause Logic Service within the secure Procurement Integrated Enterprise Environment (PIEE).
2. OBJECTIVE STATEMENTS
The Government requires AI modernization and sustainment across the following Requirements.
Requirement Objective Statement Requirement 1: Contractor Accountability: Solution Modernization and Tier 3 Sustainment - Continuation Operations.
The Vendor is directly accountable for the quality, performance, modernization, and Tier 2 and Tier 3 technical operations of the ACWS and VCE platform, to include platform optimization and coordinated system operability.
• Sustainment Operations: Successfully maintain, optimize, and secure the ACWS application, ensuring seamless operations and alignment within the current architecture and environment.
• Solution Modernization & Architecture: The Vendor must proactively analyze, evaluate, and recommend commercial LCNC platforms to optimize the future-state ACWS technical architecture.
• Operational Coordination: The Vendor must coordinate directly with DLA PIEE hosting provider to maintain continuous system operability and data integrity.
• Tier 2 and Tier 3 Technical Support & Operations: The Vendor must provide and manage comprehensive Tier 2 and Tier 3 technical operations for both ACWS and VCE.
• Service Desk Structure: The Vendor must integrate Tier 2 and Tier 3 technical support into the established 4-tier service desk framework to capture, track, escalate, and resolve user identified issues and technical defects across all release cycles. The support tiers are defined as:
o Tier 0: Functional self-help (Government-provided) o Tier 1: Shared service help desk via the Army
Enterprise Service Management Platform (AESMP) (Government-provided).
o Tier 2 (Functional): Functional issue resolution for items escalated from Tier 1 (Government/Functional-provided) o Tier 2 (Technical): Technical issue resolution for items escalated from Tier 1 (Vendor-provided) o Tier 3: Technical and functional defect resolution for issues escalated from Tier 2 (Vendor-provided)
Requirement 2: Impact Level 6 (IL-6) Implementation
Successfully deploy, secure, and sustain a fully functional ACWS instance within a SIPR/Impact Level 6 (IL-6) environment. Navigate the Risk Management Framework (RMF) process to obtain and maintain Authority to Operate (ATO).
Requirement 3: VCE Merger & Technical Refactoring
Execute the complete refactoring and integration of VCE capabilities into the core ACWS low-code platform, or another platform that the offeror recommends. Migrate necessary VCE data to the new ACWS environment and transition off legacy Java/.NET platforms.
Requirement 4: Continuous Capability Delivery, AI/API Modernization & Innovation
Rapidly modernize processes and accelerate intelligent automation by developing the ACWS backlog and Universal Capabilities (Appendices B & D) within an AI-driven LCNC framework. Modernize with an Acquisition Procurement Total Lifecycle Automation System that improves existing processes. Any LCNC solution must address these capabilities as part of a holistic system technology effort:
• Proactively ingest, evaluate, and integrate AI and machine learning capabilities from leading commercial, industrial and Government pipelines.
• Prioritize high-yield, low-risk models that optimize workflows, reduce cognitive load, and automate complex decision-making processes.
• Accelerate delivery of capability within the ACWS LCNC ecosystem using AI-assisted Agile methodologies and the established CI/CD pipeline to transition capabilities from concept to production.
• Seamlessly align all capabilities with DoD/Army cybersecurity protocols, Identity, Credential, and Access Management (ICAM) architectures, data standardization, and DOD Responsible AI guidelines to ensure robust, ethical, and mission-ready AI systems (Appendix C).
3. CRITICAL AUDITABLITY & COMPLIANCE REQUIREMENTS
All solutions must strictly comply with DoD/Army cybersecurity requirements, including Risk Management
Framework (RMF), NIST SP 800-53 and compliance requirement, as well as maintain an Authority to Operate (ATO) in both IL-5 and IL-6 environments. ACWS currently has an ATO for DLA PIEE hosting.
Proposed solutions requiring a new ATO must supply a timeline and milestones for the new ATO. The core system architecture must integrate smoothly with partner systems (e.g., Global Exchange Service, Purchase Request Data Standard/Procurement Data Standard).
4. AWARDING INSTRUMENT
The Call will be awarded in accordance with the Army Open Solicitation procedures detailed within Solicitation W9128Z-25-S-A002, found here:
