About this opportunity

Argonne National Laboratory is seeking a comprehensive Site Access Management Solution (SAMS) to replace its current visitor management and badging systems, issued through the Department of Energy Office of Science. The solicitation (RFP No. 5-P124-P-00107-00) requires a Software-as-a-Service (SaaS) solution that meets DOE order and laboratory requirements for screening, processing, and recording visitors and workers. The contract will be awarded using a best value approach, with equal importance given to technical proposal, cost/price, and business/management proposals. Vendors must submit a three-part proposal including technical specifications, business capabilities, and pricing by April 18, 2025, at 5:00 PM local time. Evaluation criteria will focus on technical requirements, implementation and training plans, software functionality, service/support commitment, and compliance with DOE security standards.

The solicitation does not include a specific set-aside designation and is open to all qualified vendors. The solution must support managing approximately 50,000 annual visitors, including 5,000 foreign nationals, and over 10,000 local site-specific badges, with requirements for multi-browser compatibility, Active Directory integration, and HSPD-12 credential processing. The contract is structured for a three-year base period with potential two-year extensions, targeting implementation and go-live between June and December 2025. The place of performance is Argonne's 1,500-acre facility in Lemont, IL, which serves approximately 5,000 daily occupants. While specific budget ranges are not explicitly stated, the solution must cover software licenses, implementation services, training, and comprehensive site access management capabilities for Argonne's complex scientific research environment.
